The Metropolitan Manila Development Authority, Through The General Appropriations Act 2023 Intends To Apply The Sum Of Thirty Million Thirteen Thousand Twenty-seven Pesos And 63/100 (php 30,013,027.63) Being The Approved Budget For The Contract (abc) To Payments Under The Contract For Procurement Of Consulting Services For The Formulation Of The Metropolitan Manila Regional Physical Framework Plan. Bids Received In Excess Of The Abc Shall Be Automatically Rejected At The Opening Of The Financial Proposals. 2. The Metropolitan Manila Development Authority Now Calls For The Submission Of Eligibility Documents For The Consulting Services For The Formulation Of The Metropolitan Manila Regional Physical Framework Plan 2023-2040, A Comprehensive Long-term Indicative Plan That Shall Serve As A Blueprint In Planning, Implementing, And Managing Programs, Projects, And Activities For Metropolitan Manila. Eligibility Documents Of Interested Consultants Must Be Duly Received By The Bac Secretariat On Or Before January 17, 2024 At The Address Given Below. Applications For Eligibility Will Be Evaluated Based On A Non-discretionary “pass/fail” Criterion. 3. Interested Bidders May Obtain Further Information From Mmda Bac Secretariat And Inspect The Bidding Documents At The Address Given Below From 8:00 Am To 5:00 Pm, Mondays To Fridays, Starting January 11, 2024. 4. A Complete Set Of Bidding Documents May Be Acquired By Interested Bidders January 11, 2024 From The Given Address, And Upon Payment Of The Applicable Fee For The Bidding Documents, Pursuant To The Latest Guidelines Issued By The Gppb, In The Amount Of Twenty-five Thousand Pesos (php25,000.00). It May Also Be Downloaded Free Of Charge From The Website Of The Philippine Government Electronic Procurement System (philgeps) And The Website Of The Metropolitan Manila Development Authority (mmda), Provided That Bidders Shall Pay The Applicable Fee For The Bidding Documents Not Later Than The Submission Of Their Bids. 5. The Bac Shall Draw Up The Short List Of Consultants From Those Who Have Submitted Expression Of Interest, Including The Eligibility Documents, And Have Been Determined As Eligible In Accordance With The Provisions Of Republic Act 9184 (ra 9184), Otherwise Known As The “government Procurement Reform Act”, And Its Implementing Rules And Regulations (irr). The Short List Shall Consist Of Three (3) Prospective Bidders Who Will Be Entitled To Submit Bids. The Participating Bidder Shall Be A Registered Local Consulting Firm With Vast Experience In Regional And Land Use Plan Formulation, With Very Satisfactory Performance Ratings From Previous Similar Engagements In The Practice Of Environmental Planning And Related Services Both In Government And The Private Sector. The Criteria And Rating System For Shortlisting Are: Criteria Score 1. Applicable Experience Of The Firm Or Firms In A Joint Venture, Measured As Years Of Existence, Awards And Citations, And Similar Completed Projects Must Be Six (6) Years In Operation As A Firm 50% 2. Applicable Experience And Qualifications Of Personnel Who Will Be Assigned To The Project Vis-à-vis Extent And Complexity Of The Undertaking Must Have At Least A Combination Of Five (5) Completed Plan Documents From The List Below: • Regional Physical Framework Plan • Comprehensive Land Use Plan • Master Development Plan 30% 3. Current Workload Relative To Job Capacity Single Large Completed Contract Similar To The Project In Terms Of Size And Complexity (at Least 50% Of Abc) 20% Total Score 100% Only The Consultant Who Met The Minimum Score Of 70% Shall Be Shortlisted. 6. Bidding Will Be Conducted Through Open Competitive Bidding Procedures Using Non-discretionary “pass/fail” Criterion As Specified In The Irr Of Ra 9184. Bidding Is Restricted To Filipino Citizens/sole Proprietorships, Cooperatives, And Partnerships Or Organizations With At Least Sixty Percent (60%) Interest Or Outstanding Capital Stock Belonging To Citizens Of The Philippines. 7. The Procuring Entity Shall Evaluate Bids Using The Quality-cost Based Evaluation (qcbe) Procedure. The Procuring Entity Shall Indicate The Weights To Be Allocated For The Technical And Financial Proposals. The Criteria And Rating System For The Evaluation Of Bids Shall Be Provided In The Instructions To Bidders. 8. The Contract Shall Be Completed Within Eighteen (18) Months. 9. The Metropolitan Manila Development Authority Reserves The Right To Reject Any And All Bids, Declare A Failure Of Bidding, Or Not Award The Contract At Any Time Prior To Contract Award In Accordance With Section 41 Of Ra 9184 And Its Irr, Without Thereby Incurring Any Liability To The Affected Bidder Or Bidders. 10.
