Contract notice: Framework agreement with purchase orders for the supply, development and maintenance of project / file management software for moselle agence technique Main features: The purpose of this framework agreement with single-award purchase orders is the provision of project management software and its maintenance. The challenge with this market is therefore to move from a relatively ~artisanal~ mode of management and internal organization to a more ~industrial~ organization based on optimizing the management of data, flows and documents associated with the various operations. The framework agreement has a duration of two years from the notification of the contract. At the end of two years, the framework agreement can be tacitly renewed twice per 12-month period, unless otherwise pronounced by the contracting authority, at least 1 calendar month before the end of the current period. No minimum amount, but a maximum amount over the total duration of the contract of 125,000 euros ht. The framework agreement is subject to an adapted procedure ( article r 2123-1 of the public procurement code) .the procedure is restricted with an application phase and an offer phase. It should be noted that, given the purpose of the framework agreement, the contracting authority is unable to define the technical specifications with sufficient precision. Therefore, the consultation will include a phase of dialogue with the 4 selected candidates, prior to the submission of their offer, in order to define and develop solutions likely to meet the need of the contracting authority.
