The Existing Historical Survey Was Already Accomplished By The Contractor Has Been Accomplished. The Contractor Has Been The Sole Author For The First Full Draft Of The Report And Has The Expertise And Understanding Of The Projects Evolution To Complete This Project. Additionally, The Contractor Has Attended All The Listening Sessions Which They Presented The Initial Draft And Answered Questions Related To The Report.
