The Manila International Airport Authority (miaa) Intends To Apply The Sum Of Ten Million Nine Hundred Sixty Five Thousand One Hundred Eighty Pesos & 00/100 Pesos (php10, 965,180.00), Being The Approved Budget For The Contract (abc), To Payments Under The Contract For Consulting Services On Hiring Of Independent Laboratory, Testing, And Surveying Firm For The Concreting Of Taxiway November (civil Works). 2. Bids Received In Excess Of The Abc Shall Be Automatically Rejected At The Opening Of The Financial Proposals. 3. The Miaa Shall Adopt A Two-stage Process Of Selection Of The Winning Bidder: First Stage – Short Listing Of Qualified Bidders And Second Stage – Submission And Evaluation Of Technical And Financial Proposals Of Shortlisted Bidders. 4. The Miaa Now Calls For The Submission Of The Following Eligibility Documents For Consulting Services On Hiring Of Independent Laboratory, Testing, And Surveying Firm For The Concreting Of Taxiway November (civil Works). Eligibility Documents Of Interested Consultants Must Be Duly Received By The Bac Secretariat On Or Before August 15, 2023 At 12:00 N.n (late Bids Shall Not Be Accepted), At The Bac Secretariat’s Office, Fourth Floor, Miaa Administration Building, Mia Road, Naia Complex, Pasay City. Applications For Eligibility Will Be Evaluated Based On A Non-discretionary “pass/fail” Criterion. Eligibility Requirements: (a) Class “a” Documents- Legal Documents I. Philgeps Certificate Of Registration And Membership, Including Annex “a” Thereof; Technical Documents Ii. Statement Of The Prospective Bidder Of All Its Ongoing And Completed Government And Private Contracts, Including Contracts Awarded But Not Yet Started, If Any, Whether Similar Or Not Similar In Nature And Complexity To The Contract To Be Bid Within The Relevant Period From Cy 2018 To The Present. The Bac Shall Draw Up The Short List Of Consultants From Those Who Have Submitted Expression Of Interest, Including The Eligibility Documents, And Have Been Determined As Eligible In Accordance With The Provisions Of Republic Act 9184 (ra 9184), Otherwise Known As The “government Procurement Reform Act”, And Its Implementing Rules And Regulations (irr). The Short List Shall Consist Of Five (5) Prospective Bidders Who Will Be Entitled To Submit Bids. The Criteria And Rating System For Short Listing Are: A) Applicable Experience Of The Consultant 50% B) Qualification Of Personnel Who May Be Assigned To The Job Vis-à-vis Extent And Complexity Of The Undertaking 30% C) Current Workload Relative To Capacity 20% Grand Total 100% Hurdle Rate 75% Note: Only The Top Five (5) Ranked Firms With At Least 75% Or 300 Points Based On The Short Listing Criteria Will Be Invited To Submit The Technical & Financial Proposals. Should Less Than The Required Number Apply For Eligibility And Short Listing Pass The Eligibility Check, And/or Pass The Minimum Score Required In The Short Listing, The Bac Shall Consider The Same. “applicable Experience” Pertains To The Bidder And Associates In Case Of Joint Ventures, Considering Both The Overall Experiences Of The Firm And The Individual Experiences Of The Principal And Key Staff Including The Times When Employed By Other Consultants; “qualification Of Personnel” Pertains To The Personnel Who May Be Assigned To The Job Vis-à-vis Extent And Complexity Of The Undertaking; “current Workload” Means The Absorptive Capacity Of The Applicant To Do Additional Works Other Than Those Currently Undertaken. Further, Bidders Must Collect A Minimum Weighted Score Of 300 Points Or 75% To Qualify For The Short Listing. 6. Bidding Will Be Conducted Through Open Competitive Bidding Procedures Using Non-discretionary “pass/fail” Criterion As Specified In The Irr Of Ra 9184. Bidding Is Restricted To Filipino Citizens/sole Proprietorships, Cooperatives, And Partnerships Or Organizations With At Least Sixty Percent (60%) Interest Or Outstanding Capital Stock Belonging To Citizens Of The Philippines. 7. The Miaa Bids & Awards Committee Shall Evaluate Bids Using The Quality Based Evaluation (qbe) Procedure.
