Bidder's Qualifications: A. Contractor's Eligibility 1. The Prospective Bidder Must Have A Current And Valid Philippine Contractors Accreditation Board (pcab) License With Size Range Of At Least Small B, License Category C & D, With Specialty In Electrical Works. 2. The Prospective Bidders Must Have Completed A Project In The Field Of Preventive Maintenance Of Power Transformer With A Minimum Rating Of 20mva, By Submitting A Certification Of Completion/acceptance Issued By The End User. 3. The Prospective Bidder Must Have Its Own Set Of Test Equipment, And Must Submit Certificate Of Test Calibration For The Following Equipment: A. Insulation Resistance Tester B. Contact Resistance Tester C. Winding Resistance Tester D. Dc-hi Pot Tester E. Polarization Index Tester F. Turns Ratio Tester G. Excitation Current Tester H. Insulation Power Factor Tester I. Oil Dielectric Breakdown Voltage Tester J. Dissolved Gas In Oil Analysis Tester 4. The Prospective Bidder Must Have A Duly Licensed Registered Electrical Engineer Which Is Highly Experienced And Has Been Actively Involved In Similar Projects By Nature And Complexity, To Supervise The Project, By Submitting Training Certificates And Biodata/resume 5. The Prospective Bidders Must Have A Safety Officer To Supervise During The Preventive Maintenance. Hence, An Appropriate License And Certificate Shall Be Submitted. 6. The Prospective Bidders Must Give Engineers That Have Affiliation Of Good Standing With Any Recognizable Organization. 7. The Prospective Bidders Shall Be Presently Active In The Practice Of Preventive Maintenance Of Power Transformers. Electrical Division B. Responsibilities Of The Contractor 1.the Contractor Must Conduct A Site Visit On The Existing Power Transformer Installed At Substation 2 Within Miaa Admin Compound. 2. He Contractor Shall Schedule And Program His Work Within The Approved Completion Period (20) Calendar Days. 3. The Contractor Shall Submit To Miaa A Detailed Bar/gantt Chart And Sufficient Details Showing The Program, Manner And Method Of Executing Each Step Of Work. 4. The Contractor Shall Submit A Work Methodology, Safety Methodology And Job Hazard Analysis For The Project. 5. The Contractor Shall Closely Coordinate With Miaa's Engineer And Other Concerned Agencies In Connection With The Execution Of His Work. 6. The Contractor Is Required To Have The Necessary And Correct Tools, Instruments And Equipment For Proper Implementation Of The Project. 7. Working Equipment, Tools And Installation Method Shall Be Proper, Suitable And Acceptable To Miaa. 8. The Contractor, In Addition To Its Offer, Shall Submit His Work Methodology And How To Ensure Safe Operational Conditions. 9. Damage To Life And Property Within The Vicinity Of The World Caused By The Operation Of The Contractor Shall Be Sole Responsibility Of The Contractor. 10. All Work Not Included In The Above Scope Of Work, But Which Is Deemed Necessary For The Completion Of The Project Shall Be On The Account Of The Contractor. Notes: 1.
