Description Request For Expression Of Interest (rei) For Consulting Services For Parcellary Survey Services For Package 2 & 3 Alignment Of The Line 1 South Extension Project Under Pr No. Cxp-2402-013 And Rei/itb No. 2402-028-09 The Light Rail Transit Authority (lrta), Through The App 2024 Intends To Apply The Sum Of Fourteen Million Nine Hundred Fifty-six Thousand (php14,956,000.00) Pesos Being The Approved Budget For The Contract (abc) To Payments Under The Contract For The Contract For The Consulting Services For Parcellary Survey Services For Package 2 & 3 Alignment Of The Line 1 South (cavite) Extension Project. Bids Received In Excess Of The Abc Shall Be Automatically Rejected At The Opening Of The Financial Proposals. The Lrta Now Calls For The Submission Of Eligibility Documents For Consulting Services For Parcellary Survey Services For Package 2 & 3 Alignment Of The Line 1 South (cavite) Extension Project Involving But Not Limited To The Following: 1.) Preliminary Works; 2.) Geodetic Engineer Works; 3.) Layout Of Cylindrical Corner Boundary Monument (p.s.); 4.) Subdivision Survey And 5.) Final Site Inspection. Eligibility Documents Of Interested Consultants Must Be Duly Received By The Bac Secretariat On Or Before 9:30 O’clock In The Morning Of 22 May 2024 At The Lrta Line 2 Depot Cafeteria, Marcos Highway, Santolan, Pasig City. Applications For Eligibility Will Be Evaluated Based On A Non-discretionary “pass/fail” Criterion. Interested Consultants May Obtain Further Information From The Lrta Bids And Awards Committee-secretariat/procurement Division’s Office And Inspect The Bidding Documents At The Address Given Below During Office Hours From 8:00 A.m. To 5:00 P.m. A Complete Set Of Bidding Documents May Be Acquired By Interested Consultants Starting On 30 April 2024 During Office Hours Beginning 8:00 A.m. To 5:00 P.m., From The Address Below And Upon Payment Of The Applicable Fee For The Bidding Documents In The Amount Of Twenty Five Thousand (php25,000.00) Pesos. Bidding Documents May Also Be Downloaded Free Of Charge From The Website Of The Philippine Government Electronic Procurement System (philgeps) And The Website Of The Procuring Entity, Provided That Bidders Shall Pay The Applicable Fee For The Bidding Documents Not Later Than The Submission Of Their Bids. The Lrta Will Conduct A Pre-eligibility Conference On 07 May 2024 At 10:00 In The Morning At The Lrta Line 2 Depot Cafeteria, Marcos Highway, Santolan, Pasig City. Any Interested Consultant May Attend Said Pre-eligibility Conference And Raise Clarifications And Queries Pertinent To The Eligibility And Short-listing Requirements The Bac Shall Draw Up The Short List Of Consultants From Those Who Have Submitted Expression Of Interest, Including The Eligibility Documents, And Have Been Determined As Eligible In Accordance With The Provisions Of Republic Act No. 9184 (ra No. 9184), Otherwise Known As The “government Procurement Reform Act”, And Its 2016 Revised Implementing Rules And Regulations (r-irr). The Short List Shall Consist Of Three (3) Prospective Bidders Who Will Be Entitled To Submit Bids. The Criteria And Rating System For Short Listing Are As Follows: The Minimum Average Total Equivalent Rating To Be Considered For Shortlisting Is Seventy Percent (70%). In Case More Than Three (3) Proponents Qualify, Only The Top Three (3) Ranked Proponents Will Be Shortlisted. In Case Of Tie, The “toss Coin” Method Shall Be Used To Break The Deadlock. Accordingly, The Criteria And Rating System For Shortlisting Are As Follows, Thus: Rating Factors/criteria 1. Applicable Experience Of The Consultant And Members In Case Of Joint Ventures, Considering Both The Overall Experiences Of The Firm Or, In The Case Of New Firms, The Individual Experiences Of The Principal And Key Staff, Including The Times When Employed By Other Consultants. Equivalent Rating/points: 30% 2. Qualification Of Personnel Who May Be Assigned To The Job Vis-à-vis Extent And Complexity Of The Undertaking. Equivalent Rating/points: 30% 3. Current Workload Relative To Capacity. Equivalent Rating/points: 40% Total: 100% Bidding Will Be Conducted Through Open Competitive Bidding Procedures Using Non-discretionary “pass/fail” Criterion As Specified In The 2016 Revised Irr Of Ra No. 9184. Bidding Is Open To All Interested Bidders, Except Foreign, Subject To The Conditions For Eligibility Provided In The 2016 Revised Irr Of Ra No. 9184. The Procuring Entity Shall Evaluate Bids Using The Quality-cost Based Evaluation/selection (qcbe/qcbs) Procedure. For This Purpose, The Technical And Financial Proposal Shall Be Given Weights At Seventy Percent (70%) And Thirty Percent (30%), Respectively, Comprising A Total Of One Hundred Percent (100%). The Criteria And Rating System For The Evaluation Of Bids Shall Be Provided In The Instructions To Bidders. The Contract Shall Be Completed Within Four Hundred Twenty (420) Calendar Days Upon Receipt Of Notice To Proceed (ntp).
