The required prior work experience for the bidder includes having experience in construction works of a similar nature and volume over the last five years. As a prime contractor, the bidder should have satisfactorily completed at least one similar work equal in value to one-third (or one-fourth in case of Naxal/LWE affected districts) of the estimated cost of the work (excluding maintenance cost for five years) in the last five years. The value and percentage of similar works completed are not explicitly mentioned, except that the value of road work completed under Pradhan Mantri Gram Sadak Yojana is counted as 120% for the purpose of this Sub-Clause. The bidder is required to provide details of the total monetary value of civil construction works performed for each of the last five years, as certified by a Chartered Accountant. The bidder should also provide information on existing commitments and on-going construction works, including description of work, place and state, contract number and date, name and address of employer, value of contract, stipulated period of completion, and value of works remaining to be completed, along with a certificate from the Engineer-in-charge for the value of work remaining to be completed. The available bid capacity for construction work is calculated as: Assessed Available Bid Capacity = (A*N*M - B), where A is the maximum value of civil engineering works executed in any one year during the last five years, N is the number of years prescribed for completion of the works, M is 2 or a higher figure not exceeding 3, and B is the value of existing commitments and on-going works. The value of completed works is updated to the price level of the last year at the rate of 8 percent a year. For Joint Venture, the lead partner shall meet not less than 50% of qualification criteria, and each of the remaining partners shall meet not less than 25% of all the criteria. The Joint Venture must also collectively satisfy the subject of the criteria. The bidder's available bid capacity for construction work should be equal to or more than the total bid value excluding maintenance.
