Technical Capacity
The required prior work experience for the bidder includes having satisfactorily completed work as a prime contractor, with at least one similar work equal in value to one-third (or one-fourth in case of Naxal/LWE affected districts) of the estimated cost of work. The bidder should also have completed similar works with a value of at least the estimated contract value.
The experience certificate should include details of the work executed, such as name of the road work, agreement number and date, date of commencement and completion, and details of compensation levied for delay, if any. The certificate should also include information on the quality of work, with grading as outstanding, very good, good, or poor.
The bidder's technical personnel should have a minimum of five years of experience in road works for a degree holder in civil engineering, and a minimum of three years of experience in road works for a diploma holder in civil engineering for construction work. For routine maintenance, the technical personnel should have a minimum of five years of experience in road works for a degree holder in civil engineering, and a minimum of one year of experience in road works for a diploma holder in civil engineering.
The bidder needs to provide a certificate from a Chartered Accountant for the total annual volume of civil engineering construction work executed and payments received in the last five years preceding the year in which bids are invited.
