Description The Juvenile Justice And Welfare Council (jjwc), Through The Advocacy And Communication Division (acd), Intends To Apply The Sum Of Five Hundred Thousand Pesos (php 500,000.00) As Approved Budget For The Contract (abc) Chargeable Against The 2024 Jjwc Gaa Funds For The Hiring Of Consultancy Services (firm) For The Quad-media And Social Media Monitoring And Analysis. I. Rationale The Advocacy And Communication Division (acd), Together With The Regional Juvenile Justice And Welfare Committees (rjjwc) Secretariat Continue Its Communication Efforts And Explore New Ways To Reach Its Target Audiences And Stakeholders For The Strengthened Implementation Of The Juvenile Justice And Welfare Act (jjwa). Every Year The Jjwc Procures A Consultancy Service To Intensify The Said Efforts And Monitor Its Media Presence And Trends. This Is To Make The Agency Stay Up-to-date On The Lows And Highs Of Its Advocacy And Social Mobilization Activities And On The Reports Affecting The Best Interest And Welfare Of Children At Risk (car) And Children In Conflict With The Law (cicl). Based On The Jjwc Monitoring Report, The Precedent News On Children Was On Their Involvement In Serious Offenses, Movement Of Pending Proposals On Lowered Macr, And Related Bills On The Juvenile Justice And Welfare Act, Integrated Conduct Of Advocacy Activities (17th Juvenile Justice And Welfare Act (jjwa) Anniversary And The 12th Juvenile Justice And Welfare Consciousness Week). With This, Acd Wishes To Sustain The Said Initiative And Hire A Service Provider For The Quad-media And Social Media Monitoring. To Have Comprehensive Coverage Of Data And/or News Reports On Juvenile Justice And Welfare And Ensure That The Agency Plans, Project, And Advocacy Initiatives Are Supported With Baseline And Relevant Information From The Captured Reports, Posts, And Insights About Duty-bearers, Stakeholders, And The Public About The Juvenile Justice System And Of Course Car And Cicl. Further, Misconceptions About The Agency, Its Branding, And Knowledge Products Can Be Corrected And Addressed, Hence An Increase In Appreciation, Understanding, And Support From The Target Audience On The Law Is Assumed. Tasks Of Service Provider: The Service Provider Shall Perform The Following Tasks: A. For The Media Monitoring: 1. Submit Daily News Alerts From Quad-media And Social Media (i.e. News Articles, Blogs, Posts, Radio And/or Television Program On Given Keywords) To The Staff Of Acd, Management Committee (mancom) Of The Jjwc, And Secretariats Of The Rjjwc Via Email From August 2024 Or Upon Awarding Of Contract To July 2025 Or Until The Completion Of The 11 Months Subscription Contract; 2. Daily News Alerts Shall Include The Title/headline Of The Report, Media Title/outfit, Date, Section, Page Number, Language, Journalist, Frequency, Color, Circulation, Readership, Article Size, Ad Value, Pr Value, News Clippings, And Online Link; And 3. Coverage Of News Reports Shall Include Broadcast, Print, And Online/internet From Local/provincial Up To Nationwide/mainstream Media. For Social Media, The Coverage Of Posts And Insights Shall Include Microblogs, Social Networking Sites, Forums, Blogs, Review Sites, Q&a Sites, And Youtube Pages In The Philippines. B. For The Media Analysis: 1. Submit Quarterly Media Analysis Report For All Reports On Cases Involving Cicl And Car, Implementation Of Jjwa, Lowering Of Macr, And Other Concerns Related To Juvenile Justice And Welfare System To The Acd Staff, Especially On These Dates – October 10, 2024; December 11, 2024 (initial Fourth-quarter Report); January 10, 2025; April 10, 2025; And July 10, 2025 (please Note That The Initial Report Is Needed To Facilitate The 1st Tranche Of The Services 2. Media Analysis Report Shall Include The Tonality (i.e. Positive/negative Or Favorable/unfavorable), Frequency (i.e. Number Of Times A Specific News Article On A Specific Issue Was Published In A Province Or Region) Of The News Reports, Key Takeaways, Location Mapping Of Juvenile Crimes, Content Drivers, Key Content And Opportunities/recommendations But Not Be Limited. The Service Provider Has Media Analytics Software To Measure The Range Or Scope Of Press Releases Or News Reports, And Social Media Posts On A Specific Issue/concern 30% 4. The Service Provider Has The Capability To Provide Quarterly Media Analysis Report On The Juvenile Justice And Welfare System 30% Total 100% Passing Rate: 85% Vi.
