Technical Capacity
The bidder should have experience in works of a similar nature and size for each of the last five years. They should have completed works amounting to a certain value, but the exact value is not specified. However, they should have executed a minimum quantity of specific items of work, including:
- cement concrete (including RCC and PCC): 425.00 Cu.m
- earthwork in excavation: 585.00 Cu.m
- Brick Work: 250.00 Cu.m
The bidder should have completed at least 50% of the estimated quantity of similar works. Additionally, for joint ventures, the lead partner should meet the qualifying criteria, including having a certain level of annual turnover and particular construction experience, in proportion to the partnership in the joint venture but not less than 50%. Other partners should meet the qualifying criteria in proportion to the partnership in the joint venture but not less than 25%.
The bidder or their identified sub-contractor should possess a valid electrical license and have executed similar electrical works for a minimum amount as indicated in the Appendix in any one work. They should also possess a valid license for executing water supply/sanitary engineering works and have executed similar water supply/sanitary engineering works for a minimum amount as indicated in the Appendix in any one work.
If the work involves specialized nature of work or new type of engineering methodology, the contractor or their identified sub-contractor or experienced vendor of that particular field shall produce an experience certificate for executing similar nature of work for the minimum amount as indicated in the Appendix in any one work.
The bidder should demonstrate availability of key and critical equipment for this work, and availability of personnel with adequate experience as required. They should also have liquid assets and/or availability of credit facilities of no less than the amount indicated in the Appendix, usually the equivalent of the estimated cash flow for 3 months in the peak construction period.
The bidder is required to provide a preliminary description of the proposed work method and schedule, including drawings and charts, as necessary. They should undertake to invest a minimum of 25% of the contract value of work during the implementation of the contract and provide evidence of access to lines of credit and availability of other financial resources, certified by bankers, of at least 20% of the contract value.
The bidder should have total value of Civil Engineering construction work performed in the last five years, with specific details for each year. They should provide information on work performed as a prime contractor or as a nominated sub-contractor in the last five years, including project name, name of the employer, description of work, contract number, value of contract, date of issue of work order, stipulated period of completion, actual date of completion, and remarks explaining reasons for delay and work completed.
The available bid capacity will be calculated based on the maximum value of civil engineering works executed in any one year during the last five years, and the value of existing commitments and on-going works to be completed during the next 12 months.
The bidder's experience and resources will be evaluated based on their past performance, and they may be disqualified if they have made misleading or false representations, have a record of poor performance, or have participated in previous bidding for the same work and quoted unreasonable bid prices.
