The bid capacity required in the given tender to bid is calculated using the formula: 2AN - B > Estimated cost of works. Where:
- A = Maximum Value of Civil Engineering works executed in any one year during the last Five years (updated to Current Financial Year price level) taking into account the completed as well as works in progress.
- N = Number of years prescribed for completion of the works for which tenders are invited.
- B = Value of existing commitments, works under consideration, work tendered for and ongoing works to be completed during the period of completion of the project for which tenders are invited. This formula determines if the bidder has the required bid capacity to participate in the tender, with the condition that 2AN - B should be greater than the Estimated cost of works. A certificate from a competent Chartered Accountant is required to verify this calculation.

The bidder should have executed similar civil work and have experience of having successfully completed similar nature civil works during the last 7 years. The required prior work experience includes: - Three similar nature successfully completed works costing not less than 40% of the estimated cost put to the tender.
- Two similar nature successfully completed works costing not less than 50% of the estimated cost put to the tender.
- One similar nature successfully completed work costing not less than 80% of the estimated cost put to the tender. The experience should be updated by giving 8% simple weightage per year to bring it to the current financial year price level. A work experience certificate should be issued by a rank of Executive Engineer or above.
