Technical Capacity
The required prior work experience for the bidder is specified in terms of similar work credentials, which should match with at least one of the major items or conglomeration of items stated in the minimum PQ Credential. The bidder must have satisfactorily completed at least 1 work of similar nature under Government Sector within the last five financial years.
For a single bidder, the gross monetary value of this work should be at least Rs 1,07,50,516.00, and this value should be at least 30% of the amount put to tender of the work for which the bidder chooses to participate.
For Consortium/JV, the gross notional value of work should be at least Rs 2,15,01,032.00, which is 60% of the amount put to tender. The minimum gross notional value of building work should be Rs 1,07,50,516.00, which is 25% of Tender BOQ or above. For Consortiums or Joint Ventures, this value should be at least Rs 2,15,01,032.00.
Additionally, the pre-qualification criteria of 'similar in nature' will be established if the summation of monetary values of any one of the items or conglomeration of items derived from the BOQ of the instant work tendered, when multiplied by 0.40, is less than or equal to the monetary value of the corresponding item/conglomeration of items of the BOQ in the bid submitted as PQ work credential, multiplied by an inflationary factor.
The value of summation of those items contained in the BOQ of the AOC submitted by the bidder as its PQ Work Credential should be equal to or exceed the amount of any one of the PQ financial eligibility criteria specified.
The bidder's prior work experience should have a value that, after summation, may be further multiplied by factors to take care of inflationary factors. For Consortium/Joint Venture, the multiplying factor should be considered as 0.80 of combined values of the BOQ.
In another instance, the bidder must have satisfactorily completed at least 1 work of similar nature under Government Sector within the last five financial years, with a gross monetary value of Rs 50,05,123.00. This value is calculated based on the final billed value given in the Credential Certificate (CC) multiplied by an inflationary factor. For Consortium/JV, the value should be at least Rs 1,00,10,246.00. The work should be similar in nature, with a minimum of 30% of the amount put to tender for the work the bidder chooses to participate in. For Consortium/JV, this percentage should be at least 60%.
