Location: manila And Visayas, The Philippines Languages Required: english, Filipino, Bisaya, Waray And Ilonggo Duration Of Contract: 50 Working Days Spanning Over The Period Of Six Months From January 2021 To June 2021 (tentatively The Assignment Will Commence From 15 January 2021. However, The Date Will Be Finalized After Completion Of The Hiring Process). About The Skills For Prosperity Programme In The Philippines Increasing Urbanisation, A Growing Middle Class And A Large And Young Population Position The Philippines As A Country With Strong Potential For Higher Economic Growth, Global Competitiveness And Greater Poverty Reduction. Unemployment, Inequality And Skills Shortages Have Held Back The Country’s Progress. They, Nonetheless, Provide Immense Opportunities For Upgrading Industries And Workforce Skills To Meet The Needs Of The Fourth Industrial Revolution. With Two Million Students Enrollments Each Year, The Technical And Vocational Education And Training (tvet) System Can Help The Country Reduce Skills Gaps And Shortages And Ultimately Improve Labour Market Outcomes. However, The Mismatch Between Tvet Graduates’ Skills And Industry Demand Remains A Challenge. Meanwhile, Technological Advancements Call For A New Set Of Skills. The Skills For Prosperity Programme In The Philippines (sfp-philippines), Led By The International Labour Organization (ilo) And Funded By The Uk Government, Works With Key Government Agencies, Employers’ Organisations, Trade Unions And Other Stakeholders To Improve Skills And Tvet Systems And Through This Support Youth, Women And Those From Marginalised Groups In Becoming More Employable And Earning Higher Income. As Part Of The Ilo’s Skills For Prosperity In South-east Asia Programme, The Philippine Programme Aims To Increase National Capacity To Achieve Sustained And Inclusive Growth Through The Enhancement Of Skills Development And Tvet Systems. Using The Implementation Approach That Highlights Gender And Social Inclusion, The Programme Focuses On Three Economic Sectors Recognised For Its Potential For Employment Creation Particularly For Marginalised Groups, Namely Agriculture With Focus On Food Production; Construction With Focus On Skills For Green Building Practices, And Information Technology And Business Process Management Sector (it-bpm) With Focus On Emerging Skills For E-commerce. The Programme Aims To Contribute To: (1) Enhance Equity By Broadening Access To Skills Development And Tvet Systems For Marginalised Groups –prioritising Youth And Women ; (2) Improving Quality Of Skills And Tvet Systems; (3) Enhancing Relevance Of Skills And Tvet Systems For The Industry, And; (4) Improving Cost-effectiveness Of Skills Development And Tvet Systems Financing. The Programme Also Has An Area-based Focus With Activities To Test Models At The Community Level To Be Implemented In Visayas Where Development Challenges Still Linger Despite The Area Having Registered Brisk Economic Growth Comparable To Other Fast-growing Regions In The Philippines. 2. Objective Of The Service Contract the Sfp-philippines Wishes To Commission The Production Of A Project Video, Stock Video Footage And High-resolution Photographs With Detailed Captions To Support The Programme’s Overall Promotional Activities. To Meet These Needs, The Sfp-philippines Proposes To Commission A Multimedia Production Team Composed Of: A Videographer And His/her Crew Including A Cameraman And Translators With Proven Experience, Equipment, Production, Editing And Translation Facilities, To Film, To Record Appropriate Footage, To Edit And To Produce Into An Engaging Video. A Photographer To Produce A Diverse Set Of High Quality Photographs. the Contract Covers Three Assignments: This First Assignment Is The Production Of A Video Profiling The Programme And Its Intended Outcomes. The Video Should Highlight Barriers To And Opportunities Of Tvet/skills System Development In Country And Provide Rationale For The Ilo To Implement This Project. The Video Will Be Used To Drum Up Interests Of The Target Audiences (such As Government Officials, Representatives Of Employers’ Organisations And Trade Unions, Tvet Students And The Public) About The Project And Raise Their Awareness And Understanding About The Needs For Skills Development In The Philippines. The Video Will Be For Publication On The Ilo’s Website And The Ilo Social Media Channels And For Use At Events And Meetings Held Or Participated By The Programme’s Team Members. The Second Assignment Is The Production Of Stock Video Footage Documenting The Lives Of Direct And Indirect Beneficiaries Of The Project (tvet Students, Young Workers, Women, Government Officials, Employers And Members Of Marginalized Groups In The Visayas Areas At The Initial Stage Of The Programme Implementation. This Footage Will Be Used Later On For A Future Video Production Plan To Tell Impact Stories About How These Individuals Have Benefited From The Programme. The Third Assignment Is The Production Of A Set Of Photographs To Illustrate Everyday Life Of Technical And Vocational Education And Training (tvet) Students, Labour And Economic Activities In The Three Sectors—construction, Agriculture, And Information Technology And Business Process Management—in The Philippines, And Work Environments Of The Programme’s Partners. These Photographs Will Be Used For The Production Of A Wide Range Of Communications Products Of The Project. A Number Of Them Will Be Used As Photo Essays. 3. Target Audience The Programme’s Donor, And The Ilo’s Constituents--comprised Of Government, Employers’ Organisations, Workers And Tvet And Higher Education Students Are Primary Audience. A Broad Range Of Audience Composed Of Government Agencies, Employers, Workers, Non-government Organizations, Un Agencies And International Organizations, Academe, Media And General Audiences Will Serve As Secondary Audience. 4. Scope Of Work The Multimedia Production Team Will Be Responsible For The Following Tasks And Outputs Under The Guidance And Technical Support Of The Ilo Communications Officer Based In Bangkok And The Ilo Programme Team In The Philippines Led By The Chief Technical Adviser. The Assignments Include Some Domestic Travel. The Ilo Communications Officer Will Assist The Service Contractor With Developing The Storyline, Characters And Scripts. The Programme Team With Assist The External Collaborator With Planning Locations For Video And Photo Production. The Three Assignments Include The Following Deliverables: Assignment One 4.1 Producing A Multimedia Story On Intended Outcomes Of The Skills For Prosperity Programme In The Philippines. The Story Will Be Built Around A Character Or Characters Who Are Young Workers In The Three Focus Economic Sectors And/or Current Tvet Students Who Will Share Their Career Aspirations, How Computerisation And Automation Have Made Job Prospects More Challenging For Them And How An Unprecedented Crisis Like The Covid-19 Pandemic Re-emphasises The Need For Them To Acquire Relevant And Higher Skills. Subject To Further Discussion On Script Writing Between The Multimedia Production Team, The Programme’s Team Members And The Communications Officer, The Video Will Also Include A Character/characters From Visayas Where The Programme Is Implementing Community-level Skills-building Activities. it Will Include Views And Quotes From Leaders Of The Local Ilo Partners In Government, Trade Unions And Employers’ Organisations As Well As That Of The Ilo Technical Team. The Video Will Be A First-person Narrative Featuring The Characters As The Storyteller. It Will Also Include Shots Of People Working In The Three Selected Sectors And Tvet Students Or Scenes Of Tvet Institutions. Subject To Further Discussion, These Shots Can Be Used As The Backdrop Of Animated Texts And Info-graphics About The Programme And Facts On Skills Development And Tvet Systems. 4.2 Compiling And Documenting Raw Materials Used And Unused For The Video Production, Such As Interview Scripts And Moving Images. These Raw Materials Will Be Maintained By The Ilo For Further Use To Serve Other Communications Purposes. 4.3 Providing Translation Of The Scripts And Texts In The Video And The Raw Materials From English Into Filipino And Vice Versa. Additional Translation From English Into Bisaya/ilonggo/waray May Be Required If The Video Features A Character/characters From Visayas. Assignment Two 2.4 Producing Stock Video Footage Of The Lives Of The Programme’s Direct And Indirect Beneficiaries (tvet Students, Young Workers, Women, Government Officials, Employers And Members Of The Marginalized Groups In Visayas). The Multimedia Production Tea Will Conduct And Record Video Interviews With These Characters And Film Their Daily Activities. Subject To Feedback From All Parties Involved, The Videos May Need Additional Editing. Assignment Three 2.5 The Multimedia Production Team Will Be Responsible For Capturing High Resolution, Engaging Still Images Of Everyday Life Of Tvet Students, Labour And Economic Activities In The Three Sectors, Work Environments Of The Programme And The Programme’s Local Partners And Portraits Of Their Leaders, Under The Guidance And Technical Support Of The Ilo Communications Officer Based In Bangkok And The Ilo Programme Team In The Philippines Led By The Chief Technical Adviser. The Assignment Includes Some Domestic Travel. Outputs A High-resolution, Well-edited Video That Narrates A Compelling Story And Includes Animated Texts, Translated Subtitles, Background Music, Quotes, General Views Of Labour Activities In The Three Industry Sectors And General Views Of Tvet Institutions. additional Versions Of The Same Video In Filipino, Bisaya, Ilonggo And Waray Will Be Required. Moreover, An International Version Of The Video (without Subtitles, Narration/voice-over, Music And Graphic Titles) Will Be Required (for Future In-house Reproduction/repurposing Of The Material). The Length Of The Video Should Not Exceed 4 Minutes. output Is Subject To The Technical Review And Acceptance Of The Programme Team. The Video Production Team Will Also Provide The Video In Mp4 As Web Version Stored In An External Hard Drive. At Least Five High-resolution Video Clips, Each Of Which Features An Interview With A Beneficiary Of The Project And Scenes Of Their Routine Activities. At Least 200 High-resolution, Engaging Photographs With Caption Provided For Each Image Specifying Details Such As The Location Taken, Type Of Activity And Other Relevant Information. All Images, Raw Footage, Edited Videos And Outputs Will Become The Property Of The Ilo, With The Organization Holding Full Copyright, Including The Right To Distribute Publicly Or Privately. In Return, The Service Provider Agrees To Supply To The Ilo: Production Plan Interview Transcripts And Translations All Raw Footage With Detailed Shot List. Note: All Material Will Meet The Technical Specifications (annex 1). Departures From These Specifications Will Be Pre-agreed In Writing. Draft And Final Script With The Edited Video Completed To The Satisfaction Of The Ilo Including The Mp4 Video For Web Uploading, Strictly Using Original Music, Sounds And Graphics. Two (it Can Be Three) Rounds Of Rough Edits For Review By The Ilo A Final, Full High Definition Video In English And Its Additional Versions In Filipino And In Bisaya/ilonggo/waray With Narration, Music And Graphics Submitted As An Mp4 File. An International Version Of The Video Without Subtitles, Narration/voice-over, Music And Graphics. Full Version Of The Original Music With Proof Or Certification Obtained For The Ilo Stored In The External Hard Drive. If Full Copyright Has Been Purchased, The Multimedia Team Must Submit The Full Music With A Proof Of Purchase. High Resolution Photographs, Minimum Of 6 Million Pixels With Detailed Captions In Excel Format And Photo Consent From Minors/individuals And Groups. Scanned Ilo Consent Forms Especially For Minors When Taking Photos And Filming. Option To Record On-camera During Filming. All Raw Footage, Photos, Deliverables And Annexes As Stated Stored In Two (2) External Hard Drives, Readable In Both Mac And Windows. All Images, Raw Footage, Edited Videos And Will Become The Property Of The Ilo, With The Organization Holding Full Copyright. It Is The Responsibility Of The Contractor To Ensure That Appropriate Permissions And Copyright Have Been Obtained For All Materials Used (music, Graphics, Images). All Materials Must Be Delivered To The Ilo In A Mutually Agreeable Format By The Deadline To Be Set By The Ilo, But No Later Than June 2021. 6. Payment Terms A Service Contract Agreement Will Be Made Between Ilo And The Multimedia Production Team, Who Will Be Responsible For All Activities In The Terms Of Reference. The Ilo Will Make Payment To The Multimedia Production Team According To The Following Terms Of Payment And To The Satisfaction Of The Ilo By June 2021: The Amount Will Also Cover Meals, Transportation And Accommodation And All Related Expenses Incurred Within The Duration Of The Contract And Completion Of All Deliverables. All Material Will Meet The Technical Specifications Outlined In Annex 1. Departures From These Specifications Will Be Pre-agreed In Writing. First Payment: Thirty Per Cent (30%) Upon Submission Of A Work Plan For Video And Photo Production, Including Therein The List Of Proposed Interviewees And Their Contact Details, The Interview Guide, And A Draft Storyline Of The Video Second Payment: Thirty Per Cent (30%) Upon Submission Of The Edited Video And All Photographs. Third Payment: Forty Per Cent (40%) Upon Submission Of The Final Version Of The Video And The Report On The Video And Photo Production Together With The Signed Ilo Consent Forms Especially For Minors Who Are Featured In The Videos And Photos And All Raw Footage, Photos, Deliverables And Annexes Stored In Two (2) External Hard Drives, Readable In Both Mac And Windows. 7. Qualifications The Service Contractor Is Expected To Produce Work That Meets Industry Standards And Ensure That All Of Its Team Members Are Qualified For The Given Assignments. Qualifications Of The Videographer At Least Bachelor’s Degree And Minimum Of At Least Five Years Of Professional Experience In Development Communication, Journalism, Economics, Law, Social Science Or Other Fields. Proven Experience In Producing Videos And Multimedia Products Based On Complex Technical Concepts In A Clear, Compelling And Concise Manner. Applicants For This Contract Are Required To Submit At Least Three Examples Of Videos They Produced. Knowledge Of Using Video Production, Animation And Other Design Tools. Good Knowledge And Understanding Of The Philippine Economic, Social And Political Contexts. Capacity To Work Independently, With Minimal Supervision, And As Part Of A Team. Proven Writing, Editing And Speaking Skills In English. Qualifications Of The Photographer At Least Five Years Of Professional Experience As A Photographer. Proven Experience In Producing Engaging Photographs For Mass Communications Or Public Information Of News Agencies, Development Organisations Or Others. Applicants For This Contract Are Required To Submit At Least Twenty Examples Of Photos They Produced. At Least A High School Certificate With Professional Or On-the-job Training In Photo Journalism. Availability And Willingness To Travel Within The Country, If Needed. Good Knowledge And Understanding Of The Philippine Economic, Social And Political Contexts. Capacity To Work Independently, With Minimal Supervision, And As Part Of A Team. 8. Duration Of The Contract The Assignment Is Expected To Take Place Between January 2021 To June 2021, Covering Fifty (50) Working Days. A Period Of Approximately Seven Days Will Be Spent On Video Shooting In Visayas And Another Seven-day Period Will Be Required For Photo Production In Visayas. The Main Location For The Rest Of The Production Will Be Manila. 9. Reporting Lines The Videographer Will Report Directly To The Ilo Sfp-sea Communications Officer Based In Bangkok, With Technical Guidance Provided By The Ilo Sfp-philippine Team In Manila. 10. Documents To Be Submitted Interested Parties Must Submit The Following Documents/information To Demonstrate Expertise To Handle The Assignments In This Terms Of Reference: Curriculum Vitae Of The Videographer And Photographer And Other Members Of The Team. A Proposed Production Plan Describing How The Contractor Will Go About Conducting The Work And Approaches It Will Apply To The Development Of The Outputs (three Pages Maximum). Samples Of Work Particularly At Least Three Examples Of Videos Produced By The Videographer And At Least Twenty Examples Of Photos Produced By The Photographer Who Are Assigned To Work On This Project.
