Two National Consultants Recruited: 1. Implementation Of Gear Project (one Position) 2. Implementation Of Gbvh Project (one Position) & Two National Consultants Recruited: Implementation Of Gear Project (one Position) Implementation Of Gbvh Project (one Position) Background Better Factories Cambodia (bfc), A Better Work Programme In Cambodia, Is An Initiative By The International Labour Organization (ilo) And The International Finance Corporation (ifc) Uniting Governments, Employers' And Workers' Organizations, Global Brands, Factory Owners And Workers To Improve Working Conditions In The Garment, Footwear, And Travel Goods (gft) Sector And To Make The Industry More Competitive. Bfc Aims To Support The Application Of International Labour Standards And Compliance With National Labour Law In The Gft Sector, At Factories, And Across The Industry. Over The Past 20 Years, The Bfc Programme Has Grown To Include Over 700 Participating Factories, Impacting More Than 65,000 Workers, Of Which Approximately 78% Are Female, And Their Families And Communities. bfc’s Gender Strategy Aims To Promote Gender Equality And Inclusiveness In The Cambodian Garment, Footwear, And Travel Goods Factories, Where Women And Men Workers Have Equal Opportunities For Secure, Sustainable, And Decent Working Conditions And Can Access Their Rights, Fulfill Their Potential, And Have Decisions On Their Future. With Support From The Australian Government’s Department Of Foreign Affairs And Trade (dfat), Bfc Will Implement A 3-year Project To Promote Gender Equality In The Sector. The Overall Project Outcome Aims To Promote Gender Equality And Inclusion In Women’s Empowerment In The Cambodian Gft Sector, With Two Outputs To Achieve The Goal. Each Output Will Be Managed By A Separate Consultant To Ensure Focused Expertise And Dedicated Attention To The Distinct Objectives Of The Programme. Output 1: The Gender Equality And Returns Programme (gear) Results In The Empowerment And Promotion Of 100 Female Workers To Supervisory / Higher-qualified Positions Output 2: A Safe Working Environment Is Created By Preventing And Addressing Gender-based Violence And Harassment In The Workplace (gbvh) The Objectives Of The Assignment The Objectives Of This Assignment Are To support Conducting The Training Activities Under 2 Outputs. Please Note That Output 1 And Output 2 Will Be Handled By Two Different Consultants, Each Responsible For Delivering The Specific Objectives Associated With Their Respective Output: Output1: The Gender Equality And Returns Programme (gear) Results In The Empowerment And Promotion Of 100 Female Workers To Supervisory / Higher-qualified Positions. Gender Equality And Returns (gear) Aims To Promote Career-progression Opportunities For Women Working In The Gft Factories Through Capacity Building On Soft Skills And Technical Skills So That They Can Progress Into Supervisory Roles And Above, Contribute To Increased Line-level Productivity, And Develop Leadership Capabilities For Leading And Managing A Workforce. Gear Creates An Enabling Environment By Increasing Factory Management’s Understanding Of Selecting, Promoting, Supporting, And Retaining Female Talent. It Helps Enterprises Improve Working Conditions For Women, Including Promoting Equal Opportunities And Enhancing Women’s Leadership Capabilities, Social And Economic Empowerment, And Decision-making Abilities At The Household And Enterprise Levels. The Target For The Output In The Three-year Project Period Is To Train Workers In The Factories, Aiming To Reach At Least 100 Trainees Getting Promoted After The Intervention. The Consultant Is Expected To Deliver The Soft Skills Training And Follow Up With Participating Factories And Trained Female Workers To Enable Them To Progress Into Supervisory Roles With Support Provided To Be Successful In The Promoted Roles. The Assignment Duration Is Expected To Be Three Months With A Maximum Of 30 Days In Total To Plan And Implement The Training And Factory Engagement Services. The Consultant Will Work Closely With Bfc Project Team, Using The Global Gear Training Materials And Adapt It To The Context And Needs In Cambodia. Scope Of Work And Deliverables Under The Supervision Of Bfc And In Close Consultation With The Implementing Team, The Consultants/team Will Be Responsible For The Following: Output 1 (gear) Deliverables: Induction (project Profiles, Background Of Gear, Bfc‘s Works). Attend The Tot On Soft Skills And Other Relevant Training. Facilitate The Kick-off Induction Sessions For Factory Management, Brand/buyers/partners. Facilitate Trainee Selection Test And Evaluate And Finalize List Of Trainees. Training Materials Development And Contextualize For Delivery Based On Gear Global Training Materials. Support Conducting Follow-up Calls, Organizing Troubleshooting Meetings/sessions, And Facilitating Discussions. Conduct Classroom-style Training On Soft Skills For Different Batches. Analysis Of Impact And Learning Outcomes For The Next Phase Total Expected Days = 30 Days For Gear Output 2: A Safe Working Environment Is Created By Preventing And Addressing Gender-based Violence And Harassment In The Workplace (gbvh) This Gender-based Violence And Harassment (gbvh) Project Aims To Promote A Safe Working Environment, By Having An Effective Workplace Mechanism To Prevent And Respond To Gbvh And Increase Understanding Of Gbvh Among Workers And Management To Improve Their Commitment To Prevent And Effectively Address It. Bfc Proposes To Work On Enabling Factories Enrolled In Bfc’s Advisory Services To Identify Gbvh Risks And Learn Solutions That Help To Prevent And Respond To Gbvh By Applying The Approaches And Systems From The Gbvh Guidelines And The Modules To Effectively Address Gbvh. Through This In-depth Gbvh Program Designed For Factories, Bfc Will Provide Substantial Capacity Building To The Factories In Collaboration With Bands/buyers. This Would Include Understanding The Basics Of Gbvh, Identifying Gbvh Risks, Sharing Best Practices For Preventing, Responding, And Remediating Instances Of Gbvh, And Developing An Action Plan For Addressing Gbvh Risks. Follow-up And Coaching Will Be Provided Based On Factory Needs Throughout The Project Period. The Target For This Output In The Three-year Project Period Is To Have At Least 13 Factories Work On This New In-depth Gbvh Initiative Through Capacity Building, Peer-to-peer Education, And The Campaign Reaching Thousands Of Workers. The Consultant Is Expected To Co-design The Gbvh Toolkits/package, Provide The Capacity Building, And Follow Up With Participating Factories To Enable Them To Develop/adapt Their Policies And Grievance Mechanism To Respond To Gbvh And Deliver Peer-to-peer Education. The Assignment Duration Is Expected To Be Three Months With About 16 Days In Total To Plan And Co-design The Training Materials. The Consultant Will Work Closely With The Bfc Project Team, Using The Existing Gbvh Guidelines And Adapting Approaches To Fit With The Industry. Scope Of Work And Deliverables Under The Supervision Of Bfc, The Consultant/firm Will Be Responsible For The Following: Output 2 (gvbh) Deliverables: Induction Training (project Profile And Background, Bfc’s Works, And Ilo’s Convention 190 And Gbvh). Co-design The Gbvh Package And Session Plans Based On Bfc Guidance. Planning And Co-facilitating A Dissemination Workshop With Constituents, Stakeholders, And Factories To Select The Target Factories. Planning And Co-facilitating The Kick-off Meeting And Pre-assessment Before Project Implementation. Total Expected Days = 16 Days For Gvbh Training Reporting The External Collaborator Will Report To The Bfc Project Team Overseeing Each Outcome. Timeline The Contract Duration Is From 07 October 2024 To 17 December 2024 With A Possibility Of Extension To Continue In 2025, Subject To Performance And Funding Availability. Qualification Experience: Experience In Facilitating Adult Training, Learning, And Coaching. Ability To Write Concisely And Clearly. Understanding And Experience Working With The Cambodian Garment, Footwear, And Travel Goods Sector, And Other Experience In The Field Of Gender Equality, Violence And Harassment, And Women Empowerment. Proven Ability To Conduct Follow-up And Provide Coaching To Training Participants, And Experience Working With Factories, And Female Factory Workers Is Desirable. Consultant For Outcome 1 On Gear - Track Record In Designing And Executing Successful Training Programs, Particularly On Soft Skills (such As Confidence Building, Communications Skills, Supervisory Skills, Leadership Development, Career Progression, And Team Building) Consultant For Outcome 2 On Gbvh - Track Record In Designing And Executing Successful Training Programs, Particularly On Gender And Gvbh In The World Of Work Including Knowledge On Ilo Convention 190. Language Skills: Proficiency (both Oral And Written) Knowledge In English And Khmer. Additional Requirements: Basic Understanding Of Labour Issues In The Manufacturing Sector Including Prior Experience Working With Female Garment Workers And Factory Management. Proven Experience In Conducting Training Impact Assessments On Gender, Career Mobility, And Productivity In The Manufacturing Industry.
