Enterprise Printing Solutions : Provision Of Sustainable Printing Equipment, Consumables, Services, And Software For The International Court Of Justice & Subject: Provision Of Sustainable Printing Equipment, Consumables, Services, And Software For The International Court Of Justice Background: The Icj Was Established By The Charter Of The United Nations In 1945 And Is The Principal Judicial Organ Of That Organisation. The Court Is Composed Of 15 Judges And Is Assisted By The Registry, Which Is Its Permanent Administrative Organ, Headed By The Registrar. The Seat Of The Court Is At The Peace Palace In The Hague (netherlands). Objectives: In Line With The Sustainable Development Goals (sdgs) 9, 12 And 13, This Request For An Expression Of Interest Aims To: - Build Resilient And Sustainable Printing Infrastructure (sdg 9), - Promote Sustainable Industrialisation And Innovation In Printing Technologies (sdg 9), - Ensure Sustainable Consumption Patterns For Printing Supplies And Consumables (sdg 12), And - Minimise Environmental Impact And Enable Urgent Climate Action Through Reduced Emissions And Waste (sdg 13) Scope Of Requirement The Icj Is Seeking A Replacement Solution For The Multi-functional Printing Services. As Part Of The Requirements, The Court Will Need A Brand Agnostic Device Management Software Solution To Manage, Report On, And Monitor All Supplied Devices. Therefore, The Icj Is Looking To Partner With Vendors[ml1] [bl2] That Can Achieve By Deploying These Managed Print Services And Software Solutions, Such As Cost Savings, Efficiency Improvements Or Reduced Environmental Impact. Interested Vendors Must Be Able To Demonstrate Their Expertise In Managing Print Device Environments, Printing Hardware And Consumables. Vendors Located In The Netherlands Are Invited To Express Their Interest For One Or More Of The Following Lots: Lot 1 Managed Printing Services (lease) For This Service, The Vendor Provides The Equipment, Consumables, Software, And Services To Provide Printing Services At The Icj Premises[ml3] [bl4] . The Icj’s Objective Is To Improve The Provided Services With The Necessary Hardware And Software For All Output Needs (copying, Printing, And Scanning) From One Selected Vendor[ml5] . The Vendor Must Provide A Fleet Of Multi-functional Printing (mfp) Devices That Standardise On Brand, Models, And Configurations To Simplify The Current Technology Standards Across The Un. The Solution Must Be Flexible Enough To Allow Different Configurations Of Devices To Meet Specific User Needs Without Providing An Excessive Number Of Devices. The Icj Is Looking For Devices That Will Provide The Most Cost-effective Solution While Considering The Icj’s Working Environment And Needs. The Lease For The Similar Types Of Devices As Per The Specifications Listed For Lot 2 And [ml6] [bl7] Includes All Necessary Replacement Parts Needed To Keep Vendor-supplied Devices Running, As Well As All Shipping, Delivery, Installation, And Support Costs For The Equipment And Parts. The Software To Be Deployed To Manage Printing And Scanning Should Match The Requirements And Specifications As Mentioned In Lot 3 Of This Document And Minimise The Impact On The Staff And The Organisation In The Deployment Of The Software On End-user Devices. The Average Pages Printed Per Day By This Type Of Printer Is About 50 To 60 Pages. Lot 2 - Multi-functional Printers (mfp) To Self-manage, The Icj Intends To Lease Two Distinct [ml8] [bl9] Categories Of Multi-functional Printers. A. Medium Volume Mfp A Device That Is Used By A Team Of 10-15 Staff That Fits On A Table, Nearby But Not Next To The Staff That Will Use It Most. It Will Be Used Daily, But Only A Few Pages At A Time Or Scanning A Document Or Two (an Mfp With Special Book Scanning Functions Is Desired). The Number Of Pages Per Day Printed By This Type Of Mfp Is 52 Pages. This Type Of Mfp Represents 6 (six) Of 14 (fourteen) Desired In The Lot. B. Large Volume Mfp This Type Of Printer Will Be Used By Those Print Multiple Times A Day. E.g. Print Daily Work And Judicial Documents, And Scan To Email And/or Cloud Storage (i.e. Microsoft Onedrive). It Needs A Large Storage Capacity Of Stock Paper (e.g. A4, A3) And Print With A Short Warm-up Time. For Those That Use The Printer Multiple Times A Day, The Printer Will Be Only A Few Steps Away. The Average Pages Printed Per Day By This Type Of Printer Is About 150 To 200 Pages. Lot 3 - Printing Management Software To Manage The Printers Currently Deployed Across The Buildings And Offices Of The International Court Of Justice, The Icj Intends To Purchase A Management [ml10] [bl11] Solution That Will Make It Possible For An Authorised User To Print (release) On Any Authorised Printer With Minimal Efforts, Specialised Software And The Need For Technical Expertise Or Complex Configuration. For The Solution, The Icj Is Looking At 2 Different Implementations: A. Saas Solution (cloud Based Managed Print Services) As Some Icj Staff, Working Remotely, The Proposed Solution Must Be Able To Support, But Not Require, Additional Hardware/software So It Can Continue To Provide The Core Functions (authentication, Spooling, Print Release And Scanning) During Periods Without Internet Connectivity, And/or Being Outside Of The Icj Network Or Premises. The Equipment/software For These Staff Members Needs To Be Managed Centrally With Minimal Efforts When Network Functions Are Working Normally. The Fail-over And Resumption Should Be Seamless Without The Need To Make Any Changes Or Reconfiguration On The Client-side Granular Controls To Enforce Printing Rules: Enforce Duplex/double Sided Printing, Enforce Only Mono/black-white, And Setting User-specific Print Quotas. Deploy Small Footprint Client-side. Software Deployable Through Ms Intune Endpoint Manager. Integrate With Single Sign-on With Microsoft Entra Id Authentication. Release Printing Jobs Using Existing Icj Id Rfid Cards, Mobile Phone Or Other User-friendly Solution Not Requiring Manually Entering Login Credentials On The Printer Each Time.
