Description 1. The Insurance Commission, Through The Government Of The Philippines (gop) Under 2024 Special Account In The General Fund (sagf) 151, Intends To Apply The Sum Of Two Million Seven Hundred Thousand Pesos (php2,700,000.00), Inclusive Of 12% Vat, Being The Total Approved Budget For The Contract (abc) To Payments Under The Contract For The Procurement Of Primary And Secondary Dedicated Internet Services For The Insurance Commission (re-bidding) (lot 2 Project Reference Number 2024-05-125). 2. Bidders May Bid For One Or Both Lots, But Shall Be Awarded Only One Lot. Wherefore, If The Bidder With The Lowest Calculated & Responsive Bid (lcrb) For The First Lot Is Also The Bidder With The Lcrb For The Second Lot, Said Bidder Shall Be Given The Prerogative To Choose Its Preferred Lot. 3. Bids Received More Than The Abc And Late Bids Shall Be Automatically Rejected At Bid Opening. 4. The Insurance Commission (ic), Through Its Bids And Awards Committee, Now Invites Bids For The Procurement Of Primary And Secondary Dedicated Internet Services For The Insurance Commission (re-bidding) (lot 2 Project Reference Number 2024-05-125). Delivery Of The Goods Is Required As Indicated In The Bid Data Sheet. Bidders Should Have Completed, Within Five (5) Years From The Date Of Submission And Receipt Of Bids, A Contract Similar To The Project. The Description Of An Eligible Bidder Is Contained In The Bidding Documents, Particularly In Section Ii. Instructions To Bidders. 5. Bidding Will Be Conducted Through Open Competitive Bidding Procedures Using A Non-discretionary "pass/fail" Criterion As Specified In The 2016 Revised Implementing Rules And Regulations (irr) Of Republic Act (ra) 9184, Otherwise Known As The "government Procurement Reform Act." Bidding Is Restricted To Filipino Citizens/sole Proprietorships, Partnerships, Or Organizations With At Least Sixty Percent (60%) Interest Or Outstanding Capital Stock Belonging To Citizens Of The Philippines And Citizens Or Organizations Of A Country The Laws Or Regulations Of Which Grant Similar Rights Or Privileges To Filipino Citizens, Pursuant To Ra 5183. 6. To 4:00 P.m., Monday To Friday. 7. A Complete Set Of Bidding Documents May Be Acquired By Interested Bidders Starting 31 October 2024 From The Given Address And The Ic Website (https://www.insurance.gov.ph/public-bidding/) And Upon Payment Of The Applicable Fee For The Bidding Documents, Pursuant To The Latest Guidelines Issued By The Gppb, In The Amount Of Three Thousand Pesos (php3,000.00). The Procuring Entity Shall Allow The Bidder To Present Its Proof Of Payment For The Fees Through Electronic Means. Moreover, Starting 31 October 2024, The Bidding Documents May Also Be Downloaded Free Of Charge From The Website Of The Philippine Government Electronic Procurement System (philgeps), And The Ic Website (https://www.insurance.gov.ph/public-bidding/) Provided That Bidders Shall Pay The Nonrefundable Fee For The Bidding Documents Not Later Than The Submission Of Their Bids. 8. The Insurance Commission Will Hold A Pre-bid Conference On 08 November 2024, 10:00 A.m. At The Ic Function Room, Insurance Commission, 1071 United Nations Avenue, Ermita Manila, Which Shall Be Open To Prospective Bidders. Interested Bidders May Send Their Request To Participate In The Pre-bid Conference Through E-mail. Kindly Indicate The Company Name, Full Name, Designation, And E-mail Addresses Of The Company Representatives And Send The Request To Bacsec@insurance.gov.ph. The Procuring Entity Shall Only Accept A Maximum Of Two (2) Company Representatives For The Pre-bid Conference. 9.
