Bidders, or their OEMs (either directly or through resellers), must have regularly manufactured and supplied similar products to central/state government organizations or PSUs for three years before the bid opening date. Supporting documentation, including relevant contracts, showing supply quantities for each year, is required. For bids with multiple items, the highest-value product category must meet this criterion. Additionally, bidders or their OEMs (directly or through resellers) must have completed projects involving the supply and installation/commissioning of similar products during the three financial years preceding the bid opening. This could be met by: a single order of at least 35% of the estimated bid value; two orders of at least 20% each of the estimated bid value; or three orders of at least 15% each of the estimated bid value. Satisfactory performance certificates from the respective buyer organizations for these orders must be submitted. Again, for bids with multiple items, the highest-value product category must meet this criterion. Finally, bidders or their OEMs (directly or through resellers) must have supplied at least 50% of the bid quantity of similar products to any central/state government organization or PSU in at least one of the last three financial years before the bid opening date. Copies of relevant contracts demonstrating cumulative order quantity in a single financial year are needed. For bids with multiple items, the highest-value product category must meet this criterion.
