The required prior work experience for the bidder includes having completed similar work during the last 7 years. The specific requirements are: - Minimum one similar work done of amount not less than 80% of the estimated cost. - Alternatively, the similar completed works costing not less than the amount equal to 50% of the estimate cost. - Or, three similar completed works costing not less than the amount equal to 40% of the estimate cost. Additionally, the average annual financial turnover during the last 3 years should be at least 30% of the Estimate cost. The experience can be demonstrated by completing: - Three similar completed works costing not less than the amount equal to 40% of the estimate cost. - Two similar completed works costing not less than the amount equal to 50% of the Estimate cost. - One similar completed work costing not less than the amount equal to 80% of the Estimate cost. The definition of “Similar work“ includes water related projects comprising the construction of head work, water retaining structures, piping works /water conveyance system and pumping system i.e. all electrical and mechanical components. To demonstrate experience of the similar work, the bidder/contractor shall submit the certificate of completion of work (Work shall be considered completed if executed >90% of awarded amount) as the case may be, issued by an officer not below the rank of Executive Engineer. For computing the cost of the completed work in the base year, multiplying factors will be used for the completed work so as to bring the financial figures to a common base, with factors ranging from 1.07 for one-year-old work to 1.490 for seven-year-old work. The bidder is required to submit a list of works completed or in hand (progress) in the last five years, with details including the name of work, cost of completion, awarded amount, completion amount, and percentage of completion. Specifically, the bidder needs to provide: - Work Done Detail: In the last five years, with the base year indicated, including: - Name of HP Govt. Division or State - Name of Work - Cost of completion - Remarks (indicating percentage of completion of awarded components) - Awarded amount - Completion amount - Penalty if any and amount paid thereafter - Work in hand detail, including: - Name of work - Name of HP Govt. Division or State where work is executed - Amount of work completed - Position of works in progress (indicating percentage of completion of awarded components) - Stipulated Date of completion - Remarks - Awarded amount - Amount of work done up to the last running bill - Penalty if any and amount paid thereafter These statements should be countersigned by the Engineer in charge, not below the rank of an Executive Engineer or equivalent in the State, with their seal. The bidder should have completed works with a value of at least the estimated contract value. The bidder should also submit a list of incomplete works in hand, and the work done certificate of competent authority, with a minimum amount of work done as specified in Schedule 'F'. The bidder should have a minimum experience and resources to execute the work, with the available bid capacity being more than the estimated contract value. The bidder's experience and resources are evaluated based on the value of works completed, with a percentage increase of 8 percent per year, and the number of years prescribed for completion of the works. The bidder should not have a confirmed record of poor performance, such as abandoning works, not properly completing contracts, inordinate delays, or financial failures. The bidder's prior work experience and available bid capacity are crucial in determining their eligibility to participate in the tender process.
