Dynamic purchasing system: geospatial services (dps) The city of helsinkis urban environment division (later the "customer") will set up a dynamic procurement system (dps), within which the customer will be tendered for spatial data expert services for the kymp & city model project. urban environment services participating in poc projects on their own topics. the operating model of a dynamic procurement system is two-stage. in the first stage, a dynamic purchasing system will be set up in accordance with the provisions of the restricted procedure. in the second stage, the contracting authority shall conduct internal tenders within the dynamic purchasing system between the participating tenderers. the dynamic purchasing system shall be valid for 24 months, unless the contracting authority shortens or extends the duration of the dynamic purchasing system or suspends the procurement system during its validity. the subscriber has the right to suspend the dynamic purchasing system during its period of validity. the subscriber may temporarily close the dynamic purchasing system at any time during the duration of the dynamic purchasing system. when a dynamic purchasing system is closed, individual purchases cannot be made within the system. applications for participation in the dynamic purchasing system may be submitted throughout its duration. the helsinki urban environment industry will accept all candidates who have met the eligibility criteria for participation in the dynamic purchasing system.The subject of the acquisition includes various spatial data expert tasks to be performed in the subprojects for the ten & urban model project. the subject of the procurement includes the following tasks: 1. processing, combining, analyzing, editing, documenting and analyzing spatial data sets and 3d data models.2. methodological development and documentation of spatial data sets and 3d data models. the subject of the acquisition may include data integration tasks with the citys existing spatial data publishing systems such as the . the aim of the subprojects is to utilize the 3d city data model. the call for tenders for an internal procurement system for a dynamic purchasing system may include both task 1 and task 2 or only one of them. the spatial scope of the assignment may be limited to the assignment may include modeling, evaluating, and analyzing time series and alternatives. assignments may involve interaction with participants, workshops, project meetings and reporting. the tenderer must have a program for processing spatial data that is compatible with the programs used by the city of helsinki. the programs currently used by the subscriber for the processing of spatial data are presented in annex 1 to the request to participate and the other programs and file formats used by the subscriber in annex 2 are instructions from the digital material. there must be a description of the information provided and what it contains. the client defines the layout
