The bid capacity required in the given tender is calculated using the formula: Available Bid Capacity = [(A x N x 2.0) - B)] Where: A = Maximum value of construction works executed in any one year during the last Seven years updated at the current price level. B = Value of the existing commitments as on date of bid submission for works (complete or partial) to be completed in the next (02-Year) - (24-Months). N = Years prescribed for completion of the work for which bids are invited (02-Year) - (24-Months). The estimated cost of the work is Rs.55,00,00,649.00, and the bidding capacity of any tender/Bidder is required to be more than or equal to this amount. Additionally, the bid capacity includes other requirements such as guaranteed power consumption, chemical usage, experience in completing similar works, and details of works on hand. The bid capacity also includes the requirement for the bidder to submit an abstract of details on a non-judicial stamp paper duly notarized, and to fill the forms separately for each member in case of a joint venture. The bid capacity includes the requirement for the bidder to provide the signature of the bidder, the date of submission of the bid, and the details of the works in the format specified in the tender notice. Formulas for calculating penalties are as follows: - 50% O & M Hourly Payment for non-function of STP for more than 2 hrs and up to 6 hrs - 100% O & M Hourly Payment for Plant Stoppage for > 6 hr and up to 12hr - 150% O & M Hourly Payment for Plant Stoppage for > 12 hr and up to 24hr - 200% O & M Hourly Payment for Plant Stoppage for > 24 hr Example calculations are provided using the assumed O&M hourly payment of INR 633/hr: - INR 633/hr x 0.5 = INR 316.5/- per hr for non-function of STP for more than 2 hrs and up to 6 hrs - INR 633/hr x 1.0 = INR 633/- per hr for Plant Stoppage for > 6 hr and up to 12hr - INR 633/hr x 1.5 = INR 949.5/- per hr for Plant Stoppage for > 12 hr and up to 24hr - INR 633/hr x 2.0 = INR 1266/- per hr for Plant Stoppage for > 24 hr The bid capacity required also includes guaranteed not-to-exceed energy usage under design average influent sewage flow and BOD conditions, to be filled in by bidder (PG in kWh per MLD), and guaranteed not-to-exceed energy usage under actual monthly average influent sewage flow and BOD conditions, to be calculated as per the formula: PC (kWh per MLD) = PG × (Qd + Qd × Sd) / (Qa + Qa × Sa). Total deduction (in Rs) in the Period during which effluent quality is not achieved = N X Q X R, where - N = Period during which effluent quality is not achieved (in hrs) - Q = Per hr Quantity of effluent discharged during non-confirmation period (in m3/hr) - R = Charges for deduction of non-confirmation of effluent parameters (in Rs/ m3) The charges for deduction of non-confirmation of effluent parameters (R) vary depending on the range of parameter values, with R = Rs. 1 /m3 for Range 1, R = Rs. 1.50 /m3 for Range 2, and R = Rs. 2.0 /m3 for Range 3. The bid capacity includes the consumption of Chlorine and dewatering Polymer (polyelectrolyte) during the Tests after Completion, which should not exceed certain limits (in kg per cubic meter of plant effluent). The bid capacity includes the guaranteed total consumption for each STP in the contract, including the consumption of Coagulant, Chlorine, and Polymer. The bidder should also provide details of their experience in completing similar works, including the name of the work, agreement number and date, country and location,
