Description 1. The Government Service Insurance System (gsis), Through The Gsis Corporate Operating Budget For Cy 2025, Intends To Apply The Sum Thirty-two Million Six Hundred Forty-nine Thousand One Hundred Seven Pesos And Sixty-five Centavos (php32,649,107.65) Being The Abc To Payments Under The Contract For The Project Reinsurance Of The Industrial All Risks Insurance Of The Department Of Transportation – Metro Rail Transit 3, With The Following Details: Assured Department Of Transportation – Metro Rail Transit 3 Line Industrial All Risks (iar) Period Of Insurance From: January 01, 2025 (00:00 Hour) To: December 31, 2025 (24:00 Hours) Total Sum Insured Gross Php25,911,990,200.00 Retention Php 18,656,632,944.00 Facultative Php 7,255,357,256.00 Premiums Gross Premiums (exclusive Of All Applicable Taxes) Php 116,603,955.90 Retention Php 83,954,848.25 Facultative (abc (exclusive Of All Applicable Taxes) Php 32,649,107.65 Relevant Underwriting Information Shall Be Issued Only To Bidders Who Purchased The Bidding Documents. Bids Received In Excess Of The Abc Shall Be Automatically Rejected At Bid Opening. This Procurement Project Is Being Undertaken Through Early Procurement Activities Pursuant To Gppb Resolution No. 14-2019 Dated 17 July 2019 And Gppb Circular 06-2019 Dated 17 July 2019. Considering This, The Gsis Informs All Interested Bidders Of The Following As Provided In Said Resolution And Circular Issued By Gppb: A) Rules And Procedure Of Epa; B) Fixed Price Rule In Procurement; C) Extension Of The Bid Validity And Security; D) Validity Of The Eligibility Requirements Prior To The Award Of Contract; E) Conditions Of Award; And F) Date Of Earliest Delivery. 2. The Gsis Now Invites Bids For The Abovementioned Procurement Project. The Reinsurance Cover Shall Be For A Period Of 12 Months From 01 January 2025 To 31 December 2025. Bidders Should Have Completed, Within The Past Five (5) Years From The Date Of Submission And Receipt Of Bids, Any Of The Following: I. A Contract Similar To The Project Whose Value, Adjusted To Current Prices Using The Psa’s Cpi, Must Be At Least Equivalent To Fifty Percent (50%) Of The Abc; Or Ii. At Least Two (2) Similar Contracts, The Aggregate Amount Of Which Should Be Equivalent To At Least Fifty Percent (50%) Of The Abc For This Project; And The Largest Of These Similar Contracts Must Be Equivalent To At Least Half Of The Percentage Of The Abc As Required Above. The Description Of An Eligible Bidder Is Contained In The Bidding Documents, Particularly, In Section Ii (instructions To Bidders). 3. Bidding Will Be Conducted Through Open Competitive Bidding Procedures Using A Non-discretionary “pass/fail” Criterion As Specified In The 2016 Revised Implementing Rules And Regulations (irr) Of Republic Act (ra) No. 9184. Bidding Is Restricted To Filipino Citizens/sole Proprietorships, Partnerships, Or Organizations With At Least Sixty Percent (60%) Interest Or Outstanding Capital Stock Belonging To Citizens Of The Philippines, And To Citizens Or Organizations Of A Country The Laws Or Regulations Of Which Grant Similar Rights Or Privileges To Filipino Citizens, Pursuant To Ra No. 5183. 4. Conditions On Lead Market Allocation: A) The Prospective Bidder’s Lead Market Shall Be Indicated In The Certification - Option 1 (lead Line). B) All Clauses/requirements Pertaining To The Certification - Option 1 (lead Line) As Stated In The Bidding Documents Shall Be Applied. C) The Prospective Bidder Who Submitted A Lead Market For The Lead Market Allocation Activity Will No Longer Be Required To Include The Certification - Option 1 (lead Line) In Its Technical Component Envelope. D) A Prospective Bidder Who Did Not Participate In The Lead Market Allocation Activity Can Still Participate In The Bidding By Submitting Its Bid (technical Component Envelope And Financial Component Envelope). The Relevant Certification/s [certification - Option 1 (lead Line); Or Certification – Option 2 (panel Of Retrocessionaire/s)] Shall Be Submitted As Part Of The Technical Component Envelope. E) Prospective Bidders Are Prohibited From Approaching Retrocessionaires Who Have Been Allocated To Other Prospective Bidders For The Purpose Of Securing Quotations Relative To The Submission Of Bids. F) Results Of Market Allocation Activities In The Previous Gsis’ Procurement Are No Longer Applicable In This Procurement Project. 8. Bids Will Be Opened In The Presence Of The Bidders’ Representatives Who Choose To Attend The Activity. In Accordance With Gppb Circular 06-2005, The Gsis Adopts The Use Of “draw Lots” As A Tie-breaking Method In The Event Two Or More Of The Bidders Have Been Declared As Having The Lowest Calculated Responsive Bid (lcrb). 12. The Gsis Warns The Public/bidders Of Unscrupulous Individuals And Groups Posing As Officers/employees Of The Gsis Soliciting Money, Gifts, Favors Or Benefits For Alleged Aid For Whatever Purpose. Do Not Give Anything To These Unscrupulous Individuals And Groups. The Gsis Thus Enjoins The Cooperation Of The Public/bidders To Report These Individuals/groups To The Gsis Bids And Awards Committee And Gbac Secretariat. 13. The Gsis Reserves The Right To Reject Any And All Bids, Declare A Failure Of Bidding, Or Not Award The Contract At Any Time Prior To Contract Award In Accordance With Sections 35.6 And 41 Of The 2016 Revised Irr Of Ra No. 9184, Without Thereby Incurring Any Liability To The Affected Bidder Or Bidders. 14. Each Eligible Bidder Is Expected To Be Ready With Respect To The Submission Of Post-qualification Documents, Post-qualification Evaluation And Award Of Contract. Upon Approval Of Contract Award, The Notice Of Award (noa) Will Be Sent To The Winning Bidder’s Registered Email. This Email Notification Must Be Acknowledged By The Winning Bidder Within 24 Hours. In Any Case, The Noa Shall Be Considered Received On The Date The Email Was Sent. If The Email Was Sent On A Non-working Day, The Noa Shall Be Considered Received On The Next Business Day. Upon Its Receipt Of The Noa, The Winning Bidder Shall Immediately Coordinate With The Gsis Authorized Representative As Indicated In The Noa. The Winning Bidder Must Submit The Following Requirements Within Five (5) Calendar Days: A. Performance Security As Prescribed In Section 39 Of The Revised Irr Of Ra No. 9184; B. Other Post-award Documents As Required In The Bidding Documents, If Applicable. If The Winning Bidder Failed To Submit These Requirements Within The Prescribed Period, The End-user Unit Has The Option To Recommend To The Head Of The Procuring Authority/approving Authority The Cancellation Of Noa. 15.
