Expression of Interest: Consultant for Audit The thai government and bank of thailand (bot) introduced a number of relief and stimulus packages, totaling $71. 4 billion (thb2. 3 trillion) to address the impacts of covid-19. This includes: i. Support for health sector: including healthcare workers’ compensation, procurement of medical equipment, disease control, and activities to increase preparedness, mitigation, and risk communications. Ii. Support for individuals affected by covid-19: including cash handout to people not covered by the social security system and families in the agriculture sector; reduced compulsory social security contribution; utility bills and land rental payment waivers; deferred personal income tax; reduced health insurance premiums; and occupational training for informal workers. Iii. Fiscal and monetary support to businesses: including tax incentives to support affected businesses, especially smes; deferred corporate income tax; vat exemption for imported medical supplies; debt restructure/moratorium; and soft loan provided by state-owned banks and the central bank. Iv. Support for the financial markets: including policy rate cut (from 1. 25% in jan to a record low of 0. 50% in may); a special facility provide liquidity for mutual funds; and the emergency decree to authorize the central bank to purchase units in the corporate bond stabilization fund. V. Programs for post-crisis recovery: 6 priority areas to support (i) smart farming; (ii) industry, trade, and investment; (iii) responsible tourism and services; (iv) economic recovery at community level; (v) projects to boost domestic consumption; and (vi) infrastructure developmentafter launching several stimulus packages, the government also developed the national database for monitoring, auditing and evaluation their measures and projects in responding to the impact of the covid-19 called emenscr . Org/projects/documents/tha-54177-001-rrp) which focuses support to the government’s fiscal stimulus program for fy 2020 by assisting the health sector, the poor and the vulnerable, and the affected smes. To support effective implementation of the cares program, a country engagement framework (https://www. Adb. Org/sites/default/files/linked-documents/54177-001-sd-05. Pdf) has been established between adb and the government. The framework focuses on (i) policy dialogue, (ii) monitoring, and (iii) reporting of the government’s countercyclical strategy and measures.
