All Other Information Remains The Same. *** Scope Of Work And Deliverables The Selected Bidder Will Be Required To: Prepare An Online Version (english And French) Of The Survey And Capture All Responses. During The Stratified Random Sampling Phase, Encourage Respondents To Prioritize Online Completion Of The Survey. Ensure That The Survey Is Delivered And Communicated In Both Official Languages, Reflecting The New Brunswick Linguistic Profile Of Each Community. The Questionnaire Is Being Finalized And Will Be Provided To The Selected Bidder According To Project Timelines In Both Official Languages. The Questionnaire Will Include At Least One Open Field Question. Have An Established Quality Control (qc) Program Including Defect Tracking Methodology. Demonstrate How Qc Will Be Performed Prior To The Nbhc Validating (user Acceptance) The Online Version. Provide Web Links (urls) To The Nbhc To Be Included On The Postcards. During The Convenience Sampling Phase, Updates And/or Reports Will Be Requested Every Tuesdays And Fridays To Monitor The Results At The Community Level As Well As Across Age And Gender Groups. For Phase 2, If Necessary: During The Stratified Random Sampling Phase, Conduct Telephone Interviews (both Landlines And Cell Phones), In The Language Chosen By The Respondent (english Or French), Using A Computerized Assisted Telephone Interviewing (cati) Method, To Collect Confidential Data From The General Population In The Province Of New Brunswick Aged 18 Or Older. Bilingual Interviewers Are Preferred For All Interviews. Some Communities Are Over 90% Unilingual French Or English And Could Accommodate Unilingual Interviewers . See Attachment - Language Zone And Community - Langue Zone Et Communaut . If An Interviewer Is Not Bilingual And Cannot Speak In The Language Preferred By The Citizen, An Immediate Call-back Must Be Scheduled To Ensure That Citizens Can Respond To The Survey In The Language Of Their Choice. To Help Ensure Respondents' Answers Are Attributed To The Right Community, The Nbhc Will Provide A Mapping File Matching All Nb 6-digit Postal Codes And The 33 Communities. During This Phase, Weekly Updates And/or Reports Are Requested To Monitor The Results At The Community Level As Well As Across Age And Gender Groups. This Will Ensure That, Communities, Or Age/gender Groups With Low Response Rates Are Flagged Early In The Process Allowing For Adjustment To Be Made Accordingly In Terms Of The Collection Method (cellphone Or Landline). Quotas May Be Reassessed At Any Time Through This Phase Based On Weekly Updates Provided. These Terms Will Be Subject To An Impact (scope, Cost, Time) Assessment And Review By Both Parties Prior To Being Approved. To Estimate Costs For The Calls, Please Note It Is About 60-70 Questions Long And Expected To Require An Average Of 15-20 Minutes. Provide The Following Data Elements To The Nbhc: The Ability To De-identify And Code Data. Survey Results Must Be Weighted, And The Following Factors Must Be Taken Into Consideration: Age, Gender, And Community. The Final Survey Response Data Set In Excel; Data Sets With Preliminary Responses Should Be Available Upon Request. The Excel Provided Must Follow The Schema Of The Codebook Provided By The Nbhc. Ensure To Clearly Identify Any New Variables (administrative Or Other) Created During The Administration Of The Survey. Banner Tables In Excel Presenting Aggregate Responses For All Individual Quantitative Survey Questions (weighted And Unweighted). There Will Be Two (2) Different Banner Tables. See Attachment Banner Table - Tableau De R F Rence. English Unweighted With All Responses, Including Categories Such As "i Don't Know", "not Applicable" And "refuse To Answer". English Weighted With Only Valid Responses, Therefore Removing Respondents Who Answered, "i Don't Know", "not Applicable" And "refuse To Answer". Banner Tables Should Include Overall Nb Results By Health Zones, Community, And By Age And Gender. Propose Categorizations Of Qualitative Answers (verbatim) Provided To The Open Field Question(s) Of The Survey, Such As "in General, Is There Anything Else You Would Like To Tell Us About Your Health Or Health Care Needs?" Review The Proposed Categorization Schema With The Nbhc For Approval. Provide Aggregate Responses Based On The Agreed Upon Categorization Of Verbatims, Applicable To The Banner Tables And Final Data Set. Verbatims Do Not Have To Be Translated, They Should Be Taken In The Language That They Were Answered. Recodes For Some Text Fields In Some Of The Questions May Be Necessary. Provide The Source Of The Original Telephone Database And The Methodology Used To Develop The Survey Sampling Frame. Produce A Technical Document Detailing The Methodology, Data Preparation And Analysis Employed. See Appendix B. The Outline Of The Document Is To Be Agreed Upon By The Bidder And The Nbhc. The Report Shall Be Provided In A Word Format. This Is A Tender Notice Only.
