Details: The Cea/dam wishes to have maintenance services carried out for its industrial information systems (msi). This concerns networked systems and also autonomous systems. This service concerns around a hundred systems. They allow the control and command of different processes, for example: • Service installations (electricity, fluid, air conditioning, etc.) • Monitoring and protection devices (fire, environment, etc.) • Experimental data acquisition and sequence control systems. To remain operational and safe, these information systems must be maintained and developed regularly. It is therefore necessary to intervene in the following different areas: automation, control and command, and supervision. The Cea Dam has chosen to structure the framework agreement into development and operating services. Va Encourages Offerors To Incorporate Sustainability Over And Above The Standards Found In The Current Va Sustainable Design Manual. In Previous Projects, Some Developers Have Proposed More Aggressive Energy Efficiency And Sustainability Milestones That Made Their Proposals, All Other Elements Considered Equal, More Attractive. To Take Advantage Of Existing Sustainability Work In The Private Sector That Is Well Accepted In The Construction Industry, Va Has Determined That Using A Third-party Rating System Is The Best Method For Fulfilling Va Sustainable Building Requirements In The Eul Or Hrp Project. The Offeror May Propose Using The Leadership In Energy And Environmental Design (leedâ®) Rating System, The Green Globesâ® Rating System, Or An Alternate Rating System. Va Requires That The Project Achieve At Least Leed Silver, Two Green Globes, Or An Equivalent Certification Level By The Alternate Rating Organization. This Consultation Relates to a Project Management Assistance Mission (amo) Concerning the Development and Increase of the Service Level of the Haut-de-France Regional Data Center of the Ministry of Higher Education and Research Located at the University of Lille. The Data Center Is Located Within the M4 Building on the Cité Scientifique in Villeneuve D'ascq. It Is a Ground Floor Building of 2,415m² of Surface Area In Which the Directorate of the DGDNUM Is Located, Of Which Approximately 350m² Is Allocated to the Data Center. The Mission of the Data Center is to host the digital infrastructures of different actors in higher education and research (esr). The hosted structures are both internal and external to the university. The different infrastructures are managed by the staff of these different structures. The University of Lille obtained the label in 2020, allowing it to undertake the reliability and increase of the capacities of its data center. Following the labeling of the Lille data center, the university undertook the restoration of the state of the art of the data center. To achieve this, the work was divided into three phases: • Phase 1 (completed): Extension to 58 bays and 450 kW of air conditioning power - The main objectives of this phase were to re-urbanize the data center, renew the air conditioning, fire protection and supervision systems, and upgrade the power supply network; • Phase 2 (current): Extension to 88 bays and 650 kW of air conditioning power - This phase will consist of an extension of the data center's reception capacity, securing the power supply to improve availability (expected tier 3), an extension of the air conditioning system to support the additional IT load, and an objective of improving the PUE. These interventions will be questioned and specified as part of the general diagnosis of the installation and the drafting of the program.
