Description
This Is A Pre-solicitation Synopsis Of Proposed Contract Action. This Is Not A Solicitation Or Invitation For Offerors To Submit Bids. This Notice Will Be Posted For A Minimum Of 15 Days Prior To Posting Of The Solicitation. the Federal Bureau Of Prisons (fbop) Anticipates Issuance Of Solicitation 15bfa024b00000029 For The Award Of A Firm-fixed-price Construction Contract For A Project Entitled Replace Roofs Phase Iii At The Federal Correctional Institution (fci) Oxford, Located In Oxford, Wisconsin. Fci Oxford Is A Federally Owned Facility Located At 350 Elk Ave, Oxford, Wi 53952. The Project Consists Of The Following: fci Oxford Proposes To Have An Outside Roofing Contractor Remove And Dispose Of The Existing Rock Ballasted Epdm Flat Roof System And Underlying Insulation, Down To The Decking From The Southern Portion Of The Central Complex Roof (approximately 10,500 Sqft.) And The Ten (10) Inmate Housing Unit Roofs (approximately 125,000 Sqft.). The Total Area To Be Completed Is Approximately 135,500 Sqft. access To The Roofs Will Be From The Exterior, Via Ladder/lifts. The Elevation For The Central Complex Roof Is Approximately 15ft. And The Elevation For The Ten Housing Unit Roofs Ranges From 11 Ft. -15ft. the Above-mentioned Roofs Were Tested And Found To Be Positive For Asbestos, See The Attached Specifications For Asbestos Abatement. The Contractor Is Responsible For Complying With All Local. State, And Federal Rules, Regulations, And Codes. Prior To Beginning Abatement, The Contractor Shall Submit An Abatement Plan To The Bureau Of Prisons For Review. the Contractor Will Haul The Existing Rock To An On-site Location Identified By Fci Oxford. The Contractor Will Remove The Membrane And Roof Insulation. The Decking Will Be Cleaned By Means Of Power Broom And Air Blower. All Surfaces To Be Primed Or Sprayed With Spf Will Be Clean, Dry, And Free Of All Oil, Grease, Dirt And Contaminants. the Contractor Will Apply An Approved Primer According To Manufactures Application Directions. The Contractor Will Spray Apply An Approved (nominal 70 Compressive Strength, Hfo Blown, Closed Cell. With An Approximate R-value Of 6. 6 Per Inch) Insulated Polyurethane Foam Roof System To Approximately 10,500 Sqft. Of The Central Complex Roof And To Approximately 125,000 Sqft. Of The Ten (10) Inmate Housing Unit Roofs. The Polyurethane Foam Thickness Will Average 6. 5" To 7" And Receive A Topcoat Of 40 Mils Acrylic Elastomeric Coating With Reinforcement Fabric. Each “pass” Or Layer Of The Spf Should Be At Least 0. 5 Inches (13 Mm) And No More Than 1.5 - 2.0 Inches (38 - 51 Mm) Thick. Allow At Least 10 Minutes Between Each Pass For Cure And Cooling. The Spf Must Extend Up Roof Protrusions For A Minimum Of 8" (or Above The Slush Line, Whichever Is Greater) Above The Finished Roof Surface. Spf Application Shall Be Limited To That Which Can Be Completed To Full Spf Thickness In The Same Day. All Exposed Foam Tie-in End Laps And Side Laps Must Be Primed At The End Of Each Workday. If The Spf Is Not Applied Over The Primed Area Within 72 Hrs The Primer Must Be Reapplied And Allowed To Fully Dry Before Continuing Work. A Protective Coating Or Covering Should Be Applied Over The Spf The Same Day As The Application Or Within 24 Hours. Prior To Application Of The Spf, The Substrate Should Be Between 50° - 130°f (10° - 54°c). Spf Will Not Be Applied When Moisture, Such As, Rain, Fog, Frost, Dew, High Humidity (>85% R.h.}, Or Unsatisfactory Environmental Conditions Are Present. The Finished Surface Of The Spf Must Be Protected From The Adverse Effects Of Sunlight. The Industry Standards For Roof Pitch/slope Shall Be Followed For The Spray Foam Application To Achieve A Minimum Of R-40 Value Throughout The Roof. The Completed Spf Surface Shall Be Smooth To Coarse Orange Peel Texture. during Spf Spraying All Objects That May Require Protection From Overspray Shall Be Protected, All Mobile Objects Shall Be Moved To An Acceptable, Protected Area. All Air Intake Vents Shall Be Verified By Contractor And Staff Escort That They Are Off And Are Covered. All Roof Drains And Other Penetrations Will Be Temporarily Closed Off And Re-opened Before The Contractor Leaves At The End Of The Day. the Contractor Will Install A New Metal Fascia System To Receive The Added Roof Height, Due To Insulation Thickness. It Is The Contractor's Responsibility To Raise All Roof Top Units To Install New Insulated Pads To Meet New Height Requirements. the Contractor Will Also Extend The Height Of Any Roof Penetration Or Curb Which Is Too Shallow To Allow The Proper Spray Foam Depth. all Current Roof Drains Will Have An Approved 4 Inch Retrofit Insert Roof Drain Installed. The Drain Stem Will Be A Minimum Of 12 Inches. The Body And Strainer Of Retrofit Drain Will Be Made Of Aluminum. an Approved Reinforcing Fabric (100% Polyester Stitch-bonded) Will Be Installed Throughout The Entire Roof. Edges Of The Fabric Will Be Overlapped A Minimum Of Two Inches On Each Side. The Reinforcing Fabric Will Be Embedded Into A Wet Base Coat And Worked Into The Basecoat So That It Is Completely Saturated. It Will Then Be Top Coated With An Additional Coating To Totally Encapsulate The Fabric. the New Roof Systems Will Include A 20-year (for An Acrylic Topcoat Of 40mils) Full System Warranty. If Required By The Manufacture The Contractor Will Request A Warranty Inspection Performed By A Representative From The Manufacture Prior To The Issuance Of The Roofing System Warranty And Upon Completion Of All Work. At The Conclusion Of The Project, An On-site Training Session Will Provide For Proper Repair And Maintenance Procedures Of The Roof System. the Project Shall Comply With All Appropriate State And Federal Codes And Regulations, Including The Latest Editions Of The International Building Cod, International Plumbing Code, International Mechanical Code, National Electrical Code (nfpa 70), Life Safety Code (nfpa 101), Applicable Nfpa Standards, And Environmental Regulations. see The Statement Of Work/specifications Attachment Included With The Solicitation Posting (to Be Issued At A Later Date As Described Herein) For The Complete Requirements Of The Work. the Performance Period For The Project Will Be 525 Calendar Days From The Issuance Of The Notice To Proceed. the North American Industrial Classification System (naics) Code Applicable To This Requirement Is 238160 (roofing Contractors) With A Corresponding Small Business Size Standard Of $19 Million.
