Description Request For Expression Of Interest Consultancy Services For The Enhancement Of Integrated Information System (iis) And Maintenance Of Client Registration System, Online Self-monitoring Report, And Pollution Control Officer Online Reoi No. 2024-08-011-sisms 1. The Department Of Environment And Natural Resources – Environmental Management Bureau (denr-emb), Through The General Appropriation Act Of 2021 Intends To Apply The Sum Of Ph420,000.00 Being The Approved Budget For The Contract (abc) To Payments Under The Contract For Purchase Request No. 2024-1036 Dated August 01, 2024. Bids Received In Excess Of The Abc Shall Be Automatically Rejected At The Opening Of The Financial Proposal. 2. The Department Of Environment And Natural Resources – Environmental Management Bureau (denr-emb) Now Calls For The Submission Of Expression Of Interest And Eligibility Document For The Consultancy Services For The Enhancement Of Integrated Information System & Maintenance Of Client Registration System, Online Self-monitoring System And Pco Online System 3. Interested Consultant/consulting Firm Must Submit Their Expression Of Interest And Eligibility Document On Or Before August 22, 2024, 2:00 P.m. At Emb-afmd Hrd Building, Denr Compound, Visayas Avenue, Diliman, Quezon City. Applications For Eligibility Will Be Evaluated Based On A Non-discretionary “pass/fail” Criterion. 4. The Bac Shall Draw Up The Short List Of Consultant/consulting Firms From Those Who Have Submitted Their Expression Of Interest And Eligibility Document And Have Been Determined As Eligible In Accordance With The Provisions Of Republic Act 9184 (ra 9184), Otherwise Known As The “government Procurement Reform Act”, And Its Implementing Rules And Regulations (irr). The Short List Shall Invite And Engage In Negotiation With A Sufficient Number Of Consultant/consulting Firm Who Will Be Entitled To Submit Bids Subject To The Condition Laid Down In The Rirr Of Ra9184 Relative To The Instances When The Required Number Of Shortlisting Is Not Met. 5. Scope Of Work A. Development Of Iis Mobile Application • Review Requirements, Conduct System Analyses, And Develop The Mobile Application For Android With The Following Functionalities: O Integration With The Otp Service For Emb Online Systems (for Emb Users) O Search Capability For The Iis Transaction O Embedded Qr Code Scanning For Iis Transaction O Personnel Time In/out O Notification For Newly Received Iis Transactions O Notification Campaign/broadcast O Integration With Vehicle Reservation And Dispatch System (request For Reservation And Notification/alerting For Assigned Vehicle) O Basic User Management And Authentication Module/s • Conduct Unit Testing And Validation Of System Process, Flow, Functionalities, And Features, Including Testing For Possible Vulnerabilities • Capacitation Of Sisms Personnel On System Internals And In Using The Iis Mobile Applications • Provide User’s Manual On The Working Version Of The System B. Technical Support For Iis Web Application, Client Registration System, And Self-monitoring Report • Conduct Source Code Review And Scripts And Incorporate Adjustments To Improve Data Call And Page Loading Performance • Identify Any Outdated Plugins And Extensions And Discuss With The Sisms And Provide The Necessary Upgrade As May Be Confirmed • Resolution Of Bugs, Errors, And Backend Issues • Provide Periodic Reports Of Pending And Resolved Issues C. Technical Support For Pco Online • Resolution Of Bugs, Errors, And Backend Issues • Provide Periodic Reports Of Pending And Resolved Issues Project Duration And Schedules: The Consultant/consulting Firm Shall Deliver The Requirements Indicated Above Within The Period Of Four (4) Months With At Least Two (2) Months Warranty Which Starts After The Acceptance Of The Final Report: Schedule Of Activities Months 1st 2nd 3rd 4th 5th 6th System Analysis & Design, Development, Testing, And Deployment Of Iis Mobile Application Software Alpha Version For Android Integration Of Comments, Debugging, And Resolving Issues, And Deployment Of The Beta Version Post-development Maintenance And Warranty Services Resolve Issues Encountered By Iis, Crs, Smr, And Pco Online Project Cost And Payment Schedule The Project Shall Require A Budget Of Four-hundred Twenty-thousand Pesos (420,000.00) And Shall Be Paid Upon The Completion Of Deliverables And Acceptance Of The Documents Per The Schedule Below: First Payment – (50%) Of The Project Cost Upon The Acceptance Of The Following Documents For The Beta Version Of The Iis Mobile App And Maintenance Of Iis And Pco Online: O Progress Report, O Process Flow, O Entity Relationship Diagram O User’s Manual O Report Of Issues Resolved Second Payment – (50%) Of The Project Cost Upon The Acceptance Of The Following Documents For The Final Version Of The Iis Mobile App And Maintenance Of Iis And Pco Online: (50% Of The Project Cost) O Completion Report O Process Flow, O Entity Relationship Diagram O User’s Manual O Report Of Issues Resolved Qualifications Of The Service Provider The Service Provider Must Have Expertise In Web Development Using The Platforms Used By The Iis With At Least Three (3) Years Of Experience In The Design, Development, Testing, And Implementation Of Web-based Projects. The Development Team Or Its Representatives Must Be Physically Or Virtually Present During Meetings And Presentation Of Progress Reports/significant Milestones. Must Have No Pending Case(s) Against The Government Warranty The Service Provider Must Resolve Users' Issues With Newly Developed Or Updated Modules Within Two (2) Months Of Deployment In The Production Environment And Without Additional Cost To The Emb. 6. The Contract Shall Be Completed Within Six (6) Months Or May Be Extended As Agreed By Both Parties As The Need Arises. 7.
