Description Request For Expression Of Interest For Consultancy Service For The Updating Of Integrated Water Quality Management Framework (iwqmf) Reoi No. 2024-03-002 -eqmd-wqms 1. The Department Of Environment And Natural Resources – Environmental Management Bureau (denr-emb), Through The General Appropriation Act Of 2021 Intends To Apply The Sum Of Php950,000.00 Being The Approved Budget For The Contract (abc) To Payments Under The Contract For Purchase Request No. 2024-0347 Dated March 11, 2024. Bids Received In Excess Of The Abc Shall Be Automatically Rejected At The Opening Of The Financial Proposal. 2. The Department Of Environment And Natural Resources – Environmental Management Bureau (denr-emb) Now Calls For The Submission Of Expression Of Interest And Eligibility Document For The Consultancy For The Updating Of Integrated Water Quality Management Framework (iwqmf). 3. Interested Consultant/consulting Firm Must Submit Their Expression Of Interest And Eligibility Document On Or Before March 27, 2024, 12:00 P.m. At G/f, Afmd Building (formerly Hrds Building), Emb-denr, Denr Compound, Visayas Avenue, Diliman, Quezon City. Applications For Eligibility Will Be Evaluated Based On A Non-discretionary “pass/fail” Criterion. 4. The Bac Shall Draw Up The Shortlist Of Consultant/consulting Firms From Those Who Have Submitted Their Expression Of Interest And Eligibility Document And Have Been Determined As Eligible In Accordance With The Provisions Of Republic Act 9184 (ra 9184), Otherwise Known As The “government Procurement Reform Act”, And Its Implementing Rules And Regulations (irr). The Shortlist Shall Invite And Engage In Negotiation With Enough Consultant/consulting Firms Who Will Be Entitled To Submit Bids Subject To The Condition Laid Down In The Rirr Of Ra9184 Relative To The Instances When The Required Number Of Shortlisting Is Not Met. I. Scope Of Work Of The Technical Consultant /consultancy Firm The Scope Of Work For The Technical Consultant Includes The Following Detailed Tasks And Responsibilities: 1. Policy And Framework Review: • Conduct A Thorough Review Of The Current Iwqmf, Including Denr Ao 2013-08, The Philippine Clean Water Act Of 2004, Its Implementing Rules And Regulations, And Related Local And International Policies. This Review Will Also Consider International Best Practices In Water Quality Management To Ensure Global Standards Are Considered. 2. Stakeholder Engagement: • Organize And Conduct Comprehensive Stakeholder Consultations To Solicit Feedback, Insights, And Recommendations From Various Stakeholders, Including Government Agencies, Industry Representatives, Environmental Ngos, Community Groups, And Academic Institutions. This Process Ensures That The Updated Iwqmf Is Inclusive And Reflects All Stakeholders’ Diverse Perspectives And Needs. 3. Analysis Of Challenges And Advancements: • Analyze Current Challenges In Water Quality Management Within The Philippines, Including Pollution Sources, Environmental Impacts, And Regulatory Gaps. Additionally, Assess Recent Technological Advancements, Emerging Trends, Best Practices, And Policy Developments Locally And Internationally To Identify Opportunities For Integration Into The Iwqmf. 4. Strategic Revisions Proposal: • Propose Strategic Revisions To The Iwqmf, Incorporating New Strategies, Technologies, And Practices To Enhance Water Quality Management. This Will Involve The Development Of Updated Policies, Guidelines, And Standards That Address Identified Challenges And Leverage Technological And Methodological Advancements. 5. Implementation Plan Development: • Develop A Comprehensive Implementation Plan For The Updated Iwqmf, Specifying Timelines, Responsibilities, And Monitoring Mechanisms. This Plan Will Outline The Steps Required To Effectively Implement The Revised Framework, Ensuring Clarity In Roles And Accountability. 6. Integration Of New Technologies And Practices: • Formulate A Strategic Approach For Integrating Innovative Technologies And Modern Management Practices Into Water Quality Management. This Includes Identifying Viable Technological Solutions And Operational Methodologies To Improve Water Quality Monitoring, Pollution Control, And Treatment Processes. 7. Facilitation Of Workshops And Meetings: • Facilitate Stakeholder Workshops And Meetings To Ensure Active Participation And Consensus-building Throughout The Framework Update Process. This Includes Organizing And Leading Two (2) Technical Committee Meetings And One (1) Public Consultation In Coordination With The Emb And Preparing And Disseminating Minutes And Proceedings From These Engagements. 8. Reporting And Documentation: • Prepare And Submit A Final Report On Updating The Iwqmf, Including A Draft Of The Revised Denr Ao And Complete Staff Work Documentation. This Report Will Encapsulate All Findings, Recommendations, Stakeholder Inputs, And Strategic Plans For Implementing The Updated Framework. Ii. Responsibilities Of The Emb The Responsibilities Of The Emb In Managing, Facilitating, And Supporting This Project Are As Follows: 1. Project Management And Oversight: • Provide Comprehensive Management And Oversight For The Project, Ensuring That All Activities Follow The Established Timelines, Objectives, And Quality Standards. This Includes Regular Monitoring Of The Project’s Progress And Coordination With The Technical Consultant To Address Any Challenges Or Adjustments Required. 2. Review And Evaluation Of Deliverables: • Conduct Thorough Reviews And Evaluations Of All Deliverables Submitted By The Technical Consultant, Including Reports, Strategic Proposals, And The Final Updated Iwqmf. This Ensures That The Outputs Meet The Desired Quality And Comprehensiveness, Aligning With The Project’s Objectives And National Environmental Goals. 3. Financial Management: • Manage The Financial Aspects Of The Consultancy, Including The Timely Payment Of Fees For Services Rendered By The Technical Consultant As Detailed In Section Vi Of The Terms Of Reference. 4. Logistical Support For Meetings And Consultations: • Organize Meetings, Workshops, And Public Consultations Critical To The Project’s Success. This Includes Providing Venues, Arranging Meals For Participants, And Reproducing Necessary Materials To Ensure Productive And Inclusive Engagement Of All Stakeholders. 5. Data Provision And Access: • Facilitate Access To Relevant Environmental Data, Policy Documents, And Other Essential Information Required By The Technical Consultant To Review And Update The Iwqmf Comprehensively. If Necessary, This Includes Liaising With Other Government Agencies To Obtain Pertinent Data. 6. Review And Approval Of Project Outputs: • Review And Formally Approve The Final Project Outputs, Including The Updated Iwqmf And Implementation Plan. This Approval Process Will Ensure The Revised Framework Meets The Emb’s Standards And Objectives For Effective Water Quality Management. Iii. Timeframe The Consultant Is Expected To Complete The Entire Project Within Six (6) Months From The Date Of Contract Signing. This Period Encompasses All Project Phases, From The Initial Review And Stakeholder Consultations To Finalizing And Submitting The Updated Iwqmf And Accompanying Implementation Plan. Project Phases And Key Dates: 1. Inception Phase: Within The First Month Following Contract Signing, Culminating In Submitting The Inception Report. 2. Data Collection And Analysis: To Be Conducted In The Second And Third Months, Aiming For A Comprehensive Understanding And Foundation For Framework Updates. 3. Stakeholder Engagement: Scheduled During The Third And Fourth Months, Focusing On Workshops, Meetings, And Consultations To Gather Diverse Inputs. 4. Drafting And Revision: Drafting Of The Updated Iwqmf To Begin In The Fourth Month, With Revisions Based On Stakeholder Feedback Extending Into The Fifth Month. 5. Finalization And Reporting: The Sixth Month Is Dedicated To Finalizing The Iwqmf, Incorporating All Feedback, And Preparing The Final Report And Implementation Plan For Submission. Monitoring And Adjustments: • Progress Reviews: Monthly Progress Reviews Will Be Conducted To Ensure The Project Remains On Track, With Adjustments Made As Necessary To Address Any Delays Or Challenges Encountered. • Flexibility For Unforeseen Delays: While The Six-month Timeframe Is Designed To Be Comprehensive, A Degree Of Flexibility Will Be Maintained To Accommodate Unforeseen Delays Or Extensions Necessary To Ensure The Quality And Comprehensiveness Of The Final Deliverables. Iv. Schedule Of Activities The Schedule Of Activities For Updating The Iwqmf Is Designed To Ensure A Systematic And Efficient Approach, Encompassing All Critical Tasks And Milestones Within The Project Timeline. Deliverables Include Three Hard Copies And A Soft Copy In Both Pdf And Editable Formats (e.g.word, Excel, Gis Shape Files, Autocad Dwg File, Or Diagrams Conceptualized In Any Drawing Tool), Facilitating Accessibility And Further Modifications. • Review And Approval Of Deliverables: The Emb Will Provide Feedback On Draft Reports Within Ten Calendar Days Upon Receipt To Ensure Timely Revisions. • Review And Approval Of Invoice: The Emb Will Review Each Invoice And The Associated Deliverables, With Payments Made Within 30 Days Of Approval To Ensure Timely Financial Management. • Withholding Tax: All Payments Are Subject To Applicable Withholding Taxes As Per Philippine Law, And The Consultant Is Responsible For Complying With All Tax Obligations. Reporting Structure: • Designated Reporting Officer: The Consultant Will Report Directly To A Specifically Designated Denr-environmental Management Bureau (emb) Officer. This Officer Will Act As The Primary Point Of Contact For The Consultant, Facilitating Communication, Providing Guidance, And Ensuring That The Project Aligns With The Emb’s Objectives And Requirements. • Coordination With Technical Working Group: In Addition To The Designated Officer, The Consultant May Also Be Required To Present Updates And Findings To A Technical Working Group (twg) As Specified By The Emb. This Group May Include Representatives From Various Emb Departments And Stakeholders To Provide Technical Input And Feedback On The Project’s Progress. Vi. Other Services In Addition To The Primary Tasks Outlined In The Scope Of Work, The Consultant Is Expected To Provide A Range Of Supplementary Services To Support The Project’s Overarching Goals, Enhance Stakeholder Engagement, And Ensure The Thorough Documentation And Dissemination Of Project Findings And Recommendations. The Consultant Shall Deliver The Following Other Services: 1. Documentation And Reporting: • Prepare And Submit Detailed Documentation Of All Project-related Activities, Including Comprehensive Study Reports, Working Papers, And References. These Documents Will Be Annexed To The Project’s Final Submission, Providing A Robust Evidence Base To Support The Updated Iwqmf. • Ensure That All Documentation Follows High-quality Standards, Facilitating Clear Understanding And Future Reference By Stakeholders And Project Teams. 2. Meeting Facilitation And Participation: • Conduct And Participate In Essential Meetings Throughout The Project Lifecycle To Ensure Consistent Communication, Alignment Of Project Objectives, And Stakeholder Engagement. This Includes: • Inception Meetings: To Confirm The Project Scope, Objectives, And Timelines, Ensuring Mutual Understanding And Agreement Among All Project Stakeholders. • Monthly Progress Meetings: To Review Project Progress, Discuss Challenges, And Adjust Strategies As Necessary To Keep The Project On Track. • Workshops On Key Deliverables: To Facilitate In-depth Discussions On Developing The Iwqmf, Incorporating Stakeholder Feedback Into Key Project Outputs. • Final Presentation Meetings: To Present The Updated Iwqmf And Implementation Plan, Highlighting Key Findings, Recommendations, And Next Steps For Emb And Stakeholders. 3. Stakeholder Engagement: • Implement Targeted Strategies To Engage Stakeholders Throughout The Project, Ensuring Their Active Participation And Contribution To Its Success. This Includes Designing And Facilitating Workshops, Focus Groups, And Consultation Sessions Tailored To Different Stakeholder Groups. 4. Support For Implementation Planning: • Offer Advisory Services To Assist The Emb In The Initial Stages Of The Updated Iwqmf Implementation, Including Developing Detailed Action Plans, Identifying Resource Requirements, And Strategies For Monitoring And Evaluation. Vii. Support Services And Facilities The Consultant Or Consultancy Firm Will Be Solely Responsible For Providing Comprehensive Support Services And Facilities Necessary To Fulfill Their Tasks Under This Terms Of Reference. This Includes, But Is Not Limited To, The Following Aspects: 1. Office And Administrative Support: • The Consultant Shall Maintain Their Own Office Space, Including Necessary Administrative Support To Manage The Project. This Encompasses Handling Communications, Documentation, And Coordination Activities Essential For Project Execution. 2. Equipment And Technology: • The Consultant Is Expected To Provide Their Own Equipment And Technology Tools For The Project, Including Computers, Data Analysis And Environmental Modeling Software, And Any Other Specialized Equipment Necessary For Water Quality Assessment And Framework Development. 3. Materials And Supplies: • All Materials And Supplies Needed For The Execution Of The Project, Including For The Preparation Of Reports, Conducting Workshops, And Stakeholder Engagement Activities, Will Be The Responsibility Of The Consultant. 4. Additional Expertise And Services: • Should There Be A Need For Additional Expertise Or Specialized Services Beyond The Consultant’s Internal Capabilities, The Consultant Is Responsible For Procuring Such Services, Including Any Associated Costs. Selection Of Consultant The Process For Evaluating And Selecting The Consultant To Update The Iwqmf Will Be Comprehensive And Transparent, Ensuring That The Chosen Consultancy Firm Possesses The Requisite Expertise, Experience, And Innovative Capacity To Complete The Project Successfully. The Selection Criteria And Process Are Designed To Identify A Firm That Demonstrates A Deep Understanding Of Water Quality Management Issues, Innovative Approaches To Environmental Challenges, And The Ability To Effectively Execute Projects Of National Significance. The Emb Will Supervise The Consultancy Firm (the Consultant) Updating The Iwqmf, Provide Technical And Administrative Guidance, And Approve All Submitted Outputs And Deliverables. The Emb Will Facilitate Direct And Continuous Communication With The Consultant To Promptly Address Emerging Issues Or Requirements. Supporting Organizations: 1. Relevant Government Agencies: These Agencies Will Provide Sector-specific Insights And Data Critical To Comprehensively Understanding Water Quality Management Challenges And Opportunities Across Different Sectors.
