The value and percentage of similar works completed are considered in calculating the average annual contractual turnover, which is based on the total contractual payments in the previous three financial years. The tenderer's experience and credentials are considered based on their previous work and share in the partnership firm. Specific percentages and amounts mentioned include 30%, 40%, and 60% of the advertised value of the tender for similar works, and Rs 50 lakh for subletting of work that does not require previous experience. The average annual contractual turnover is calculated as an average of the total contractual payments in the previous three financial years, and should be at least V/N or V, whichever is less, in crores of Rupees, where V is the advertised value of the tender and N is the number of years prescribed for completion of the work.
