Bid Capacity
The bid capacity required in the given tender to bid having value is as follows:
1. Financial Eligibility Criteria: The tenderer must have a minimum average annual contractual turnover of V/N or 'V' whichever is less; where V = Advertised value of the tender in crores of Rupees, N = Number of years prescribed for completion of work for which bids have been invited.
2. Technical Eligibility Criteria: The tenderer must have successfully completed or substantially completed any one of the following categories of work(s) during the last 07 (seven) years:
- One similar work costing not less than the amount equal to 60% of the advertised value of the tender,
- Two similar works each costing not less than the amount equal to 40% of the advertised value of the tender,
- Three similar works each costing not less than the amount equal to 30% of the advertised value of the tender.
Formulas for bid capacity required based on the advertised value of the tender (let's denote it as "T") are:
1. Three similar works: 3 * 0.3T
2. Two similar works: 2 * 0.4T
3. One similar work: 1 * 0.6T
Available Bid Capacity = [A x N x 2] - 0.33xNxB
Where:
A = Maximum value of construction works executed and payment received in any one of the previous three financial years or the current financial year (up to date of inviting tender)
N = Number of years prescribed for completion of work for which bids have been invited
B = Existing commitments and balance amount of ongoing works with tenderer as per the prescribed proforma of Railway for statement of all works in progress and also the works which are awarded to tenderer but yet not started up to the date of inviting of tender.
Technical Capacity
The required prior work experience for the bidder includes successfully completing or substantially completing certain categories of work(s) during the last 07 years. These categories are:
(i) Three similar works each costing not less than 30% of the advertised value of the tender,
(ii) Two similar works each costing not less than 40% of the advertised value of the tender,
or (iii) One similar work costing not less than 60% of the advertised value of the tender.
For sub-contractors, they must have successfully completed at least one work similar to the work proposed for subcontract, costing not less than 35% of the value of the work to be subletted, in the last 5 years. However, for subletting of work costing up to Rs 50 lakh, no previous work experience of the subcontractor is required.
A work is considered "Substantially Completed" if payment equal to or more than 90% of the present contract value has been made to the contractor.
The bidder should have a Work Experience Certificate issued by a Govt. Department/Organisation or a Public listed company with an average annual turnover of Rs 500 crore and above in the last 3 financial years, excluding the current financial year.
The bidder is required to submit details of works completed and works on hand, along with a broad plan of execution of the work.
The required prior work experience values and percentages of similar works completed are:
- 30% of the advertised value of the tender for three similar works,
- 40% of the advertised value of the tender for two similar works,
- 60% of the advertised value of the tender for one similar work,
- 35% of the value of the work to be subletted for sub-contractors,
- 90% of the present contract value for a work to be considered "Substantially Completed".
