The bid capacity required in the given tender includes two main components: Technical Capacity and Financial Capacity. 1. Technical Capacity: The bidder shall have successfully commissioned at least one project, with any one member meeting this criteria and having a stake of not less than 25%. 2. Financial Capacity: The bidder shall have an annual turnover of 50 lakhs in the previous financial years, with at least one member of the consortium holding more than 25% stake meeting this criterion. The formulas for calculating the normalized quote value are: - n(a) = quote for civil work projected to a scale of 10,00,000:1 - n(b) = quote for machinery, electrical etc., projected to a scale of 10,00,000:1 - c = quote for processing fee retained as such - Normalized Quote Value = n(a) + n(b) + c The capped Lump Sum Quote method has upper limits for each of the three components of the quote: - Civil Works: Rs.36,88,933/- - Mechanical & Electrical: Rs.88,53,440/- - Processing Charge: To be quoted by the bidder To evaluate a Price Bid, the Tender Inviting Authority shall consider the following: a) The Lump Sum Price quoted for the civil work. b) The Lump Sum Price for the Mechanical and Electrical Work and any similar components necessary for running the plant. c) The Per kg cost of processing of Sanitary Waste. The bidder quoting the lowest normalized quote value will be considered as L1.
