Expression of Interest for Hiring a Consulting Firm to Conduct Capacity Building of Entrepreneurs, Cooperatives, MSMEs; Saccos and MFIs (Technical Assistance to Project Stakeholders) The Socio-Economic Inclusion of Refugees & Host Communities in Rwanda Project (SEIRHCRP) Jya Mbere is a Project financed by The International Development Association (World Bank) through an Agreement with the Republic of Rwanda. The Project financing amounts to US$80 million and is composed of US$35 Million of credit and a Grant of US$45 Million. The project contributes to the ongoing shift from a humanitarian to a long-term, government-led developmental response to integrates refugees and host communities. The objective of this Technical Assistance (TA) support is to (a) perform a rapid needs assessment of the urban refugee community in terms of project conception, project management, bookkeeping, market linkages, and reporting. This would complement an earlier assessment undertaken in the six refugee-hosting districts; (b) build the capacity of enterprises and cooperatives to start and grow their business projects.; (c) enhance the capacity of the existing network of Business Development Advisers (BDAs), who will support local initiatives by linking them with funding from the project and other sources, as well by providing to them post-finance support (marketing, assisting in book keeping, etc.). In addition to existing BDAs, refugees will also be trained as BDAs and will operate in and outside the camps; and (d) enhance Participating Financing Institutions (PFI) capacity, including SACCOs and MFIs, not only to help them understand the project aims and objectives, access financing and better manage their funds in the eleven project districts (Kirehe, Gatsibo, Karongi, Gicumbi, Nyamagabe, Gisagara, Nyarugenge, Gasabo, Kicukiro, Huye and Bugesera Districts), but also enhance the capacity in term of new products design, marketing and implementation WORLD BANK (WB),
