C. 158(f). Federal Acquisition Regulation (far 22.503) Policy Provides That: (a) Project Labor Agreement (pla) Is A Tool That Agencies May Use To Promote Economy And Efficiency In Federal Procurement. Pursuant To Executive Order 13502, Agencies Are Encouraged To Consider Requiring The Use Of Project Labor Agreements In Connection With Large-scale Construction Projects. (b) An Agency May, If Appropriate, Require That Every Contractor And Subcontractor, Or Certain Subcontractors, Engaged In Construction On The Project Agree, For That Project, To Negotiate Or Become A Party To A Project Labor Agreement With One Or More Labor Organizations If The Agency Decides That The Use Of Project Labor Agreements Will (i) Advance The Federal Governments Interest In Achieving Economy And Efficiency In Federal Procurement, Producing Labor-management Stability, And Ensuring Compliance With Laws And Regulations Governing Safety And Health, Equal Employment Opportunity, Labor And Employment Standards And Other Matters; And (ii) Be Consistent With Law. Actual Final Cost4) Was The Project Completed On Time?5) Number Of Craft Trades Present On The Project6) Was A Pla Used?7) Were There Any Challenges Experienced During The Project? project Description: this Is A Fully-designed Project. the Usaf Academy Cadet Field House Was Built In The Late 1960's And Is Configured Around Three Major Spaces; The Basketball Arena, The Ice Rink, And The Multipurpose Room. The Clune Arena (basketball Arena) And The Ice Rink Are Located In The Southern Half Of The Building Occupying Approximately Equal Quadrants With The Basketball Arena Located In The Southwest Quadrant And The Ice Rink In The Southeast Quadrant. The Multipurpose Room Occupies The Entire Northern Portion Of The Facility. The Building Has Three Main Levels, Spectator Level, Participant Level, And Multipurpose Level. The Spectator Level Serves As The Public Access Space With Its Main Entry On The South Side Of The Building. The Participant Level Is The Floor Elevation Of The Basketball Arena And Ice Rink. This Level Also Includes The Administration Offices And Locker Rooms. The Lowest Level Is The Multipurpose Level And Can Be Observed From Above Through Windows Located At The Spectator Level. the Contractor Will Perform Renovations To The Basketball Arena And Supporting Spaces On The Participant And Spectator Levels, Including Mechanical Upgrades To The Refrigeration Chillers, And Central And West Mechanical Room Renovations Including Replacing All Hvac Ducted Distribution Above Ceiling In Men's And Women's Basketball Locker Rooms, And Offices Supporting Basketball Program.
