The U.s. Army Health Contracting Activity (usahca), Health Readiness Contracting Office (hrco), On Behalf Of The U.s. Army Medical Command (medcom) Is Soliciting Comments And Suggestions From Industry On Clinical Reference Laboratory Testing Services Draft Request For Proposal (rfp) W81k04-20-r-0017.  The Purpose Of This Notice Is To Gather Comments And Suggestions From Industry, Prior To Release Of The Formal Solicitation, To Improve The Content, Clarity, Correctness, And Completeness Of The Draft Rfp.  It Is Designed To Reduce Proposal Preparation And Evaluation Time And Promote A Clear Understanding To Industry Of The Requirements With A Goal Of A More Effective And Less Costly Contract. The Government Will Consider/evaluate All Questions And Comments Received From Potential Offerors In The Preparation Of The Final Rfp. this Is A Special Notice Only.  This Is Not A Solicitation Announcement.  This Draft Rfp Neither Constitutes A Request For Proposal, Nor Does It Restrict Hrco To An Ultimate Acquisition Approach.  No Contract Will Be Awarded From This Announcement And Any Requests For Solicitation Will Not Receive A Response.  The Government Does Not Intend To Respond To The Questions And Comments, Only Consider/evaluate And Incorporate Into The Solicitation If Deemed Appropriate And In Its Best Interest Of The Government.  Telephone Inquiries Will Not Be Accepted.  No Reimbursement Will Be Made For Any Costs Associated With Providing Information In Response To This Announcement And Draft Solicitation.  Any Information Submitted By Respondents To This Notice/draft Solicitation Is Strictly Voluntary.  responses To This Special Notice And Accompanying Draft Solicitation May Be Sent Via E-mail To Mr. Anthony J.
