Army Corps Of Engineers (usace) - Philadelphia District (cenap) Plans To Award Three (3) Separate A-e Indefinite Delivery/indefinite Quantity (idiq) Contracts To Comprise One (1) Multiple Award Task Order Contract (matoc) For A-e Services To Perform General Engineering And Design Services For Tobyhanna Army Depot (tyad) Projects. The Total Shared Capacity Of The Matoc Is $30,000,000. The North American Industrial Classification System (naics) Code Is 541330. Work Will Primarily Be Performed On Tobyhanna Army Depot. Work Could Also Infrequently Include Projects Within The Philadelphia District S Area Of Responsibility (pa, Nj, De) As Well As Other States And Districts Covered By The Usace North Atlantic Division S (nad) Mission Areas (me, Vt, Nh, Ct, Ma, Va, Wv, And The District Of Columbia). The Contracts Will Be Negotiated And Awarded With A Five-year Ordering Period. Award Of Contracts To The Selected Firms Is Anticipated In September 2024. The Minimum-guarantee Amount, Per Firm, Over The Life Of Each Contract Is $10,000. This Proposed Contract Is Being Solicited On An Unrestricted Basis With Regards To Business Size. The Government Seeks The Most Highly Qualified Firms For This Contract To Perform The Required Services, Based On The Demonstrated Competence And Qualifications, In Accordance With The Selection Criteria As Specified In This Notice.these Contracts Are Being Procured In Accordance With The Selection Of Architects And Engineers As Implemented In Far Subpart 36.6. Firms Will Be Selected For Negotiation Based On Demonstrated Competence And Qualifications For The Required Work. Only Firms Considered Most Highly Qualified Will Be Awarded A Contract. Prior To Award, The Government Will Negotiate The Labor Rates To Be Included In The Contract. Work Under This Contract Will Be Subject To Satisfactory Negotiation Of Individual Task Orders. Each Task Order Issued Shall Be Firm-fixed Price (as Negotiated). Funding Shall Be Cited On Individual Task Orders. Selection Of A/e Firms Is Not Based Upon Competitive Bidding Procedures, But Rather Upon The Professional Qualifications Necessary For The Performance Of The Required Services.upon Identification Of A Need For A-e Services Within The Scope Of These Contracts, Selection For A Specific Task Order Will Be In Accordance With Federal Acquisition Regulations (far), Defense Far Supplement (dfars) And Usace Acquisition Instructions (uai). The Selected Firm Will Subsequently Be Issued A Request For Proposal With The Intent Of Negotiating A Fair And Reasonable Price For A Firm-fixed-price Task Order. Any Large Business That Is Ultimately Selected Must Comply With Far 52.219-9, Small Business Subcontracting Plan (nov 2021) And Submit A Small Business Subcontracting Plan After Notice Of Selection. This Is Only Required Of Firms Selected For Negotiations And Is To Be Provided In Response To A Future Request For Proposal. The Small Business Subcontracting Plan Will Contain Small Business Goals For All Of The Small Business Programs (small Business, Women-owned Small Business (wosb), Service-disabled Veteran Owned Small Business (sdvosb), Small Disadvantage Business (sdb) And Hubzone Small Business). The Subcontracting Plan Must Be Reasonable, Attainable, And Challenging.no Specific Projects Or Tasks Are Identified At This Time And Therefore Funds Are Not Presently Available For Tasks Under The Contract Beyond Obligation Of The Minimum Guarantee Required. The Service Contract Act Is Applicable To This Acquisition And Requires Registration In The Central Contractor Registration (sam.gov).ii. Project Information: Work To Be Performed May Be Related, But Is Not Limited To, The Following: The Design Of New And Renovated Structures; Military Building And Site Design; Design Of Any Other Unique Structure; Sustainable Design And Commissioning; General Site Engineering; Environmental Engineering And Compliance; Value Engineering; Project Scheduling; And Diagnostics, Assessments, Site Investigation And Other Data Collection Tasks For General Architectural Or Engineering Use. Architect-engineering Services That May Be Required Under This Contract Include The Preparation Of: Design Drawings, Technical Specifications, Construction Cost Estimates, Design And Construction Schedules, Design Analyses, Engineering Calculations, Design-build Requests For Proposal, Conceptual Designs, Planning Studies, Engineering Studies And Other Technical Reports, Sustainable Design/leed Project Documentation, Commissioning Reports, And Value Engineering (ve) Studies. Services May Also Include All Architectural And Engineering Tasks Necessary To Develop The Documents Listed Above To Also Include: Developing Models, Economic Analyses, Topographic Surveying, Aerial And Other Types Of Surveying, And Construction Phase Services To Include Shop Drawing Review, As-built Drawing Preparation, Preparation Of Oandm Manuals, And Engineering Consultation Services. The A-e Shall Provide Other Items And Services As Necessary To Accomplish The Required Services, Provide The Government Reports, And Supporting Material Developed During The Period Of Performance. During Execution Of The Work, The A-e Shall Provide Adequate Professional Supervision And Quality Control To Assure The Accuracy, Quality, Completeness, And Timely Progress Of The Work. D-b Submittals Would Include Plans, Specifications, Basis Of Design, Construction Cost Estimates, And Construction Phasing Plans And Schedules For A Design Charette/concept (15%) Design, Schematic (35%) Design Submittals, And Draft Final And Final D-b Request For Proposal (rfp) Submittals. Products Shall Be Produced To Tobyhanna Army Depot Guidelines And Specific Formats Set Forth Under The Base Contract And/or By Individual Task Order. The Firm Shall Be Required To: Provide Design Drawings In Autodesk Cadd Software (latest Version); Use Autodesk Revit Building Information Modeling (bim) Software; Use Corps Computer-based Specification Software For The Development Of Specifications (specsintact); Use The Latest Version Of Micro Computer Aided Cost Estimation Software (mcaces Generation 2 Or Mii ). This Is Cost Engineering Software As Provided By The Government And Licensed To The Firm) For The Development Of Construction Cost Estimates; Use Primavera P6 For Developing Detailed Construction Schedules And Use Ms Project For More Basic Design And Constructions Schedules.construction Phase Support Services Shall Include But Not Be Limited To:the A-e Shall Review Shop Drawings As Required And Within A Specified Number Of Calendar Days After Receipt. This Requires Checking And Approving All Shop Drawings In Connection With The Construction Work, To Assure That They Conform With The Drawings And Specifications, Manually Approving Those Drawings Which Are Satisfactory, And Furnishing Exceptions In Writing As To Those Drawings Which Are Disapproved. The A-e Shall Analyze And Verify The Adequacy Of Any Detail Not Completely Shown On The Contract Drawings. All Shop Drawings Shall Be Checked And Returned Within (to Be Negotiated With Each Task Order) Calendar Days After Day Of Receipt. Only Qualified Personnel Who Are Thoroughly Familiar With All Phases Of The Project Shall Perform Shop Drawings Reviewedan Approved Representative Of The A-e Shall Make Site Visits During The Construction Period. When A Site Visit Is Required In Writing By The Contracting Officer Or His Duly Authorized Representative, Such Visit Will Be Made. Directly After Each Site Visit Is Made, A Site Visit Report Shall Be Made In Writing Describing The Results Of The Visit, And Shall Be Forwarded To The Contracting Officer. Such Visits Shall Not Exceed The Number Specified In Each Task Order. A Separate Site Visit Will Be Authorized:(a) for Each Representative Of The A-e Required At The Site.(b) for Each Day On Which Such Representative Of The A-e Is Required To Be Present At The Site.(c) review Proposed Design Changes, Modifications, And Value-engineering Proposals Submitted During The Construction Phase Of The Project For Compliance With Appropriate Engineering And Construction Standards And Adequacy Of Design.(d) review Construction Cost Estimates For Any Project.(e) provide Biddability, Operability, Maintainability, Environmental, And Constructability Reviews Of Any Project.(f) provide Complete On Site Construction Management Services For Any Project To Include Quality Assurance, Construction Inspection And Testing, And Daily Progress Documentation.(g) provide Change Order / Modification Analysis As Required For Any Project.(h) provide Specialized Environmental Science And Other Technical Consulting Services, As Required.(i) provide Civil, Structural, Electrical, Security, Communications, And Mechanical (including Elevator) Testing And Inspection.(j) provide Cost Estimates For Use As Independent Government Cost Estimates For Any Project.(k) construction Phase And Other Services Including, But Not Limited To Preparation Of Operation And Maintenance Manuals, Technical Assistance, Responses To Requests Of Information (rfi),issuance Of Task Orders: Task Orders Will Be Issued Against The Idiqs Based On Qualifications-based Selection Procedures. Holders Of Idiq Contracts Will Be Provided A Notice Of Task Order Requirements (torn) And Afforded An Opportunity To Respond With Requisite Submissions Tailored To The Anticipated Task Order. The Government Will Evaluate The Submissions And/or The Sf330s Currently On File, As Necessary, To Determine The Most Highly Qualified Firm To Perform The Task Order. (holders Of Idiq Are Encouraged To Maintain Current Sf330s On File With The District.) A/e Firms Responding To This Announcement Should Expect A Much More Expedited And Abbreviated Process For Task Order Selection Than For The Process For Selection Of Firms To Be Awarded An Idiq, With The Content Of Submissions As Limited As A Short Narrative Addressing The Design Requirements And Response Durations For Submissions As Short As A One Business Day. The Degree Of Complexity Of The Submissions And Time To Respond Will Depend On The Complexity Of The Work Anticipated In The Task Order.iii. The Projects Shall Demonstrate The Firm S Experience And Competence With All The Areas Listed Below. The Prime A/e Jv Entity Shall Be Included In At Least 5 Of The Projects Listed In Section F. The Participation And Involvement Of Key Personnel Listed In Section E And G Will Also Be Part Of The Evaluation Criteria. Projects In Which The Firm S Primary Work (planning, Full Design As The A-e For A Dbb Procurement Or The Designer Of Record (dor) On A D-b Contract, Or Development Of The Rfp For A D-b Procurement) Was Completed Within The Last 7 Years Will Be Given Greater Consideration And Those Projects In Which The Firm S Primary Work Has Not Yet Been Completed Will Be Given Less Consideration. Projects Shall Be Listed In Order Of Relevance To The Work To Be Done Under This Contract As Determined By The Firm (see Section 3.d Below)b. professional Qualifications; The Evaluation Of Professional Qualifications Will Consider Education, Training, Professional Registration, Certifications, And Relevant Experience Of Personnel To Accomplish The Work Specified Above. The Firm Shall Demonstrate Their Record Of Past Performance On Contracts With Respect To Quality Of Work, Management, Cost Control, Compliance With Performance Schedules, And Ability To Manage Subcontractors. Assessment Against This Criterion Will Be Determined Primarily By Evaluating Ratings Performed In Contractor Performance Assessment Reporting System (cpars), The Government-wide Evaluation Reporting Tool For All Past Performance Reports On Contracts, Or Via Those Provided In Past Performance Questionnaires (ppqs). In Reviewing Past Performance Information, The Evaluation Board Will Consider The Relevancy Of The Past Performed Work In Addition To How Well The Firm Performed. Positive References From Customers And Other Verifiable Information As To Exemplary Performance May Also Be Considered As Provided In Part I, Section H Of The Sf330.with Their Sf330, The Firm Shall Provide The Cpars Report Or Ppq For Each Of The First Five Projects Identified In Section F Of The Sf330, As These Projects Should Be The Most Relevant Project Examples Provided. Note: The Most Recent Cpars Report Is To Be Provided For Any Federal Contract Unless A Specific Explanation Is Provided As To Unavailability Of A Cpars Rating; Do Not Submit A Ppq When A Completed Cpars Is Available. If The Project/s Is/are Not A Federal Project Or A Cpars Report Is Not Available, The Firm Shall Complete Part I Of The Ppq, Send It To The Customers For These Five Projects As Applicable, Request That They Complete Part Ii Of The Ppq And Return To The Firm, And Submit It With The Sf330 Submission. No Sealed Envelope Is Required. A Blank Ppq Can Be Found Attached To This Synopsis/solicitation (attachment B). The Firm Shall Provide The Full Contract Number And Task Order Number (if Applicable) For Any Federal Contract Listed In Section F Of The Sf330. The Evaluation Board May Seek And Consider Past Performance Information From Other Sources But Is Not Required To If None Is Available From Cpars Or If No Ppq Is Provided. Other Sources Of Information The Evaluation Board May Consider Include Interviews With Organizations And Government Personnel Familiar With The Firm S Performance. If Little To No Relevant Past Performance Data (cpars Reports, Ppqs, Or Information In Section H) Is Available For The Five Most Relevant Projects, The Firm May Be Given A Neutral Evaluation Regarding Past Performance. Cpars Reports Or Ppqs Shall Be Placed At The End Of Part I Of The Sf330 (they Will Not Be Counted Towards The Page Count).d. capacity To Complete The Work: The Firm Must Demonstrate The Capacity To Execute Multiple Task Orders Concurrently While Maintaining Quality And Schedule. Firms Will Be Evaluated As To Their Ability To Execute $2,000,000 In Task Orders Per Year Over The 5 Years Of The Contract. A Firm Will Be Evaluated On The Available Capacity Of Key Personnel From The Prime Firm And Its Team Based Primarily Through A Review Of Each Firm S Part Ii Submission And Any Information Provided In Section H As To Their Methods For Managing Workload.
