1.0. Background/introduction. The Purpose Of The 505th Command And Control Wing (505 Ccw) Is To Deliver Command And Control (c2) Dominance. As The Only C2 Wing In The Air Force, The Mission Is To Shape The Way Joint And Coalition Warfighters Execute Command And Control Of Multi-domain Operations Through Experimentation, Training, Testing, Evaluation, Exercises, And Tactics Development. The 505 Ccw Mission Complements The Mission Of The United States Air Force Warfare Center (usafwc) Which Is To Shape The Way Our Force Fights Through Operational Testing, Tactics Development And Advanced Training In Air, Space And Cyberspace At The Operational And Tactical Levels. The 505 Ccw Vision Is To Develop World-class Joint And Collation Warfighters To Achieve And Maintain Command And Control Dominance In Air, Space, And Cyberspace. 505 Ccw Personnel Are Distributed Across 15 States With The Headquarters Residing At Hurlburt Field. 505 Cs Mission Statement. Prepare And Enable The Joint Force To Execute War-winningcommand And Control Of Airpower 2.0. Scope/task Definition. Motorola Solutions Is Delivering A Wave Upgrade, Training, And Service Package To The 505th Communication Squadron. The Upgrade Will Provide The Latest Jitc/dodin-approved Release Of Wave, Including All Patches, Security Fixes, And Added Features. A Wave Certified Integration Engineer (wcie) And A Project Manager Will Be Provided To Assist With The Upgrade. The Upgrade Will Take Place Onsite And Is Expected To Take 56 Hours To Complete. Training Will Be Provided To 505th Communication Squadron Personnel Following The Upgrade, And Two Training Classes (administrator And User) Will Be Held. Deliverables tasks For Each Deliverable motorola Solutions Will Be Responsible For The Following For Installation/configuration: Wave Upgrade Services: provide Onsite Support And Guidance At Hurlburt Field, Fl To Upgrade The Unit’s Existing Wave System. as-built Documentation And System Configuration, Including Network Architecture Diagram, Wave Server Configuration, And Wave Server Admin User Id And Password. install The Wave Jitc-approved Software Release On The New Hardware. backup The Wave Database From The Existing System Before Turning It Off And Re-installing The Database On The New System. upgrade A Few Wave Clients (desktop Or Advanced Desktop) And Teach The Customer How To Do The Rest. install Wave License Specific To The System. confirm Proper Operation Of The Wave System. perform Functional Testing. document System Configuration And Network Topology. Government Furnished Property/base Support. The Government Will Provide Necessary Workstations, And Computer Hardware And Software In The Customer Facilities As Required In Performance Of This Task Order. 6.0. Security Requirements. The Contractor Shall Provide A Visit Access Request (var) Via Jpas. All Contractor Personnel Involved In Installation And Training Will Possess A Minimum Of A Current Secret Security Clearance. 7.0. Location And Hours Of Work. Accomplishment Of Tasks Required By This Sow Requires Work At Hurlburt Field, Florida. Normal Work Days Are Monday Through Friday Except Us Federal Holidays. Core Hours Of Work Are From 0800 To 1500 Daily. Contractor Employees Are Expected To Be Available During Core Hours. Alternate Work Schedule (aws) May Also Be Available, Approved By The Cor, Contingent Upon No Degradation In Mission Accomplishment And Customer Service. 8.0. Travel Requirements. This Task Does Require The Contractor To Travel. 9.0. Other Considerations. 9.1 Contractor Identification In The Government Workplace. All Contractor/subcontractor Personnel Shall Be Required To Wear 505 Ccw Visitor Badges So As To Distinguish Themselves From Government Employees. When Conversing With Government Personnel During Business Meetings, Over The Telephone Or Via Electronic Mail, Contractor/subcontractor Personnel Shall Identify Themselves As Such To Avoid Situations Arising Where Sensitive Topics Might Be Better Discussed Solely Between Government Employees. Contractors/subcontractors Shall Identify Themselves On Any Attendance Sheet Or Any Coordination Documents They May Review. Electronic Mail Signature Blocks Shall Identify Their Company Affiliation. 9.2 Non-personal Services. The Government Shall Neither Supervise Contractor Employees Nor Control The Method By Which The Contractor Performs The Required Tasks. Under No Circumstances Shall The Government Assign Tasks To, Or Prepare Work Schedules For, Individual Contractor Employees. It Shall Be The Responsibility Of The Contractor To Manage Its Employees And To Guard Against Any Actions That Are Of The Nature Of Personal Services, Or Give The Perception Of Personal Services. If The Contractor Believes That Any Actions Constitute, Or Are Perceived To Constitute Personal Services, It Shall Be The Contractor’s Responsibility To Notify The Contracting Officer Immediately. These Services Shall Not Be Used To Perform Work Of A Policy/decision Making Or Management Nature, I.e., Inherently Governmental Functions. All Decisions Relative To Programs Supported By The Contractor Shall Be The Sole Responsibility Of The Government. 10.0 Business Relations. The Contractor Shall Successfully Integrate And Coordinate All Activity Needed To Execute The Requirement: The Timeliness, Completeness And Quality Of Problem Identification, Corrective Action Plans, Proposal Submittals, Timely Identification Of Issues, Effective/responsive Management Of Subcontractors, Customer Satisfaction, And Professional And Ethical Behavior Of Contractor Personnel. 11.0 Contract Administration. The Contractor Shall Establish Processes And Assign Appropriate Resources To Effectively Administer The Requirement. Duties Include, But Are Not Limited To: Responding To Government Requests For Contractual Actions In A Timely Fashion And Coordinate Between Government And Contractor Personnel Assigned To Support Task Orders; And Assigning Work Effort And Maintaining Proper/accurate Time Keeping Records Of Personnel Assigned To Work On The Requirement. 12.0 Contract Management. The Contractor Shall Establish Clear Organizational Lines Of Authority And Responsibility To Ensure Effective Management And Control Of The Resources Assigned To The Requirement. The Contractor Must Maintain Continuity Between The Support Operations At Customer Locations And The Contractor’s Business Offices. 13.0 Subcontract Management. The Contractor Shall Be Responsible For Any Subcontract Management Necessary To Integrate Work Performed On This Requirement And Shall Be Responsible And Accountable For Subcontractor Performance On This Requirement. 14.0 Government Unique Contractor Personnel Training. 14.1 Training. Contractor Personnel Shall Already Be Proficient In The Skills Specified To Satisfy The Government’s Requirements; However The Government Will Provide Training To Support Unique Requirements. Required Government Training Will Be Defined By The Air Force.
