Scope May Also Include Projects At Joint Region Marianas. this Sources Sought Shall Not Be Construed As A Formal Solicitation Or As An Obligation On The Part Of The Government To Acquire Any Products Or Services. Information Provided To The Government As A Result Of This Posting Is Strictly Voluntary And Given With No Expectation Of Compensation And Provided At No Cost To The Government. Literature Received From This Sources Sought Will Aid The Air Force In Establishing The Acquisition Strategy For This Matoc, To Include The Potential For A Small Business Set-aside Or Other Socio-economic Set-aside. Accordingly, Small Businesses Are Encouraged To Respond. At This Time, We Are Not Requesting Input From Large Business Firms. A Synopsis With A Request For Sf330 Qualifications Will Be Posted At A Future Date, Estimated To Occur In The Second Quarter Of Fy24. the Purpose Of This Sources Sought Is To Locate Small Business A/e Firms That Are Experienced With Providing Title I And Title Ii Services For Rebuild Efforts Following A Typhoon Or Similar Event, As Well As Those Experienced With Milcon Planning And Design Efforts. Firms Shall Be Familiar With Designing To Extreme Tropic Island Climates, To Ensure Proper Consideration Is Given To The Environmental Factors. Experience Working On Guam, Particularly At Andersen Afb And Naval Base Guam Is Highly Sought. aficc/772 Ess Intends To Solicit (synopsize) And Award An Architect-engineering (a/e) Title I And Title Ii Services For Fsrm And Milcon Planning Efforts. The Anticipated Ordering Period Is Ten Years; However, This May Be Broken Down To A Base Period With Options. The Anticipated Ceiling For This Matoc Is $930,000,000, To Be Shared Among All Matoc Awardees. The Number Of Anticipated Firms To Be Awarded A Contract Will Be Dependent Upon Results Of Market Research And Finalization Of Acquisition Strategy. While Projects May Be Of Any Value, They Will Typically Range From $1,000,000 To $5,000,000. However, Note That There Are A Number Of Projects Programmed In The Next Few Years Where The Construction And/or Renovation Value Is Expected To Exceed $100m; Accordingly, The Air Force Must Ensure It Awards To A/e Firms Capable Of Designing And Managing Design Projects Of This Complexity And Value. Additionally, Due To The Volume Of Expected Actions, It Is Highly Critical That A/e Firms Have The Capacity To Execute Multiple Task Orders Concurrently. the Naics Code For This Work Is 541330 - Engineering Services With A Size Standard Of $25.5 Million. description Of Work: this Requirement Will Primarily Support Title I, Title Ii And Other A/e Services For Up To 100% Issued For Construction (ifc) Fsrm Designs Of Air Force Facilities Located At Andersen Afb. Additionally, It Will Provide Planning Support (not To Exceed 35% Design) For Military Construction (milcon) Projects At Andersen Afb. Work May Also Be Performed At Naval Base Guam Or Joint Region Marianas. Work Will Primarily Be For Designs For Vertical Facilities/construction. In Addition To Design Services, Work Will Include Development Of Conceptual Construction Schedules And Cost Estimating Services. A/e Firms That Execute The Design May Also Be Expected To Perform Title Ii Construction Phase Services, To Include Full-time On-site Construction Inspection, During Construction. in An Effort To Prepare For Future Events, The Us Air Force Is Programming A Significant Amount Of Projects To Improve Long Term Resiliency, Incorporating Ideas Into The Current Infrastructure And Developing New Systems/facilities To Mitigate Future Risks. Work Under This Resultant Contract May Include Dd1391 Development Experience, 35% Design Request For Proposal Packages And Any Base Wide Studies (i.e., Base Wide Electrical Study, Communications Network). a/e Firms Will Address Mission Resilience By Making Climate-informed, Design And Construction Decisions That Will Aid In The Transition To Zero-emissions Facilities (as Described In Executive Order (eo) 14057. The Eo 14057 Outlines A Coordinated, Whole-of-government Approach, Along With Individual Agency Goals And Actions, To Transform Federal Procurement And Operations To Reduce Greenhouse Gas (ghg) Emissions And Environmental Impacts And Secure A Transition To Clean Energy And Sustainable Technologies.
