Sources Sought Synopsis f-16 Program Office fighter/bomber Directorate air Force Life Cycle Management Center hill Air Force Base, Utah 1.0 Description 1.1 The Air Force Life Cycle Management Center (aflcmc), Fighter/bomber Directorate (ww), F-16 Program Contracting Office (wwm), Hill Afb, Utah Is Seeking Information On A Production Effort Of The Automatic Fault Detection And Fault Isolation Of F-16 Avionics Systems (iads) For F-16 Post Block. 1.2 The Purpose Of This Sources Sought Synopsis (sss) Is To Conduct Market Research To Determine If Responsible Sources Exist, To Assist In Determining If This Effort Can Be Competitive And/or A Total Small Business Set-aside. the Proposed North American Industry Classification System (naics) Code For This Potential Work Is 336413 Which Has A Corresponding Size Standard 1,250 Employees. The Government Will Use This Information To Determine The Best Acquisition Strategy For This Procurement. The Government Is Interested In In All Small Businesses To Include 8(a), Service-disabled Veteran-owned, Hubzone, And Women-owned Small Businesses Concerns. the Government Requests That Interested Parties Respond To This Notice If Applicable And Identify Your Small Business Status To The Identified Naics Code. Additionally, Please Provide Any Anticipated Teaming Arrangements, Along With A Description Of Similar Services Offered To The Government And To Commercial Customers For The Past Three Years. Any Responses Involving Teaming Agreements Should Delineate Between The Work That Will Be Accomplished By The Prime And The Work Accomplished By The Teaming Partners. 2.0 This Is A Sources Sought Synopsis Only 2.1 This Sss Is Issued Solely For Information And Planning Purposes – It Does Not Constitute A Request For Proposal (rfp) Or A Promise To Issue An Rfp In The Future. This Sss Does Not Commit The U.s. Government To Contract For Any Supply Or Service Whatsoever. This Is A Sources Sought Only, Which, As Part Of Market Research, Is Being Issued In Accordance With (iaw) Federal Acquisition Regulation (far) Subpart 15.201(e). 2.2 The Air Force Is Not, At This Time, Seeking Proposals And Will Not Accept Unsolicited Proposals. Respondents Are Advised That The U.s. Government Will Not Pay For Any Information Or Administrative Costs Incurred In Responding To This Sss. All Costs Associated With Responding To This Sss Will Be Solely At The Interested Parties’ Expense. 2.3 Contractors Must Be Either U.s.-owned Or A U.s.-owned Subsidiary With Valid Security Infrastructure And Clearances To Accomplish This Effort. This Recommendation Should Include Supporting Rationale For The Recommended Percentage. Additionally, Recommend Any Potential Effort(s) That May Be Broken Out Of This Requirement. 2.5 Not Responding To This Sss Does Not Preclude Participation In Any Future Rfp, If Any Is Issued. If A Solicitation Is Released, It Will Be Synopsized On The Federal Business Opportunities Website. It Is The Responsibility Of The Potential Offerors To Monitor These Sites For Additional Information Pertaining To This Requirement. 3.0 Scope 3.1 Technicians Currently Follow Fault Isolation Technical Manuals And Wiring Diagrams To Troubleshoot And Repair Avionic Systems Discrepancies, Which Can Lead To Lengthy Troubleshooting Times, Excessive Aircraft Down-time, And The Replacement Of The Wrong Component. 3.2 The Requirements For This Automated Fault Detection And Fault Isolation Of F-16 Avionics Systems Are: 3.2.1 This Shall Be A Software Suite Installed On A Government-approved Portable Electronic Maintenance Aid That Has The Capability To Isolate Discrepancies In All Avionics Systems That Communicate With The F-16 Through The 1553 Multiplex Busses Or High Speed Data Network (hsdn.) 3.2.2 The System Shall Be Able To Detect And Isolate Faults In All Avionics Systems That Run Through The 1553 Multiplex Busses And Hsdn In "real-time". 3.2.3 It Will Not Only Detect Faults With Lrus, But It Shall Also Detect Issues With Related Wiring, Interfaces, Cannon-plugs, Coils, And Pins. 3.2.4 This System Shall Have The Capability To Hyper-link To The Appropriate Electronic Technical Manual For Theory Of Operation, Schematic Drawings, Removal/installation Procedures, And The Ability To Identify The F-16 Aircraft Configuration Based On Aircraft Tail Number. 3.2.5 Isolation Of Defective Components To Reduce Re-test Okay (rtok) Rates Of Line Replaceable Units (lrus). 3.2.6 This System Will Perform On All F-16 Post Block Aircraft. 3.2.7 Contractor Shall Indicate If The Threshold And Objective Are Developmental Or Off-the-shelf Efforts. 3.2.8 Contractor Shall Provide No Less Than Government Purpose Rights Or Indicate Lesser Rights For Cots Solutions. 3.2.9 The Manufacturer Must Meet Us Dod Security Protection Requirements. 3.2.9.1 The Scope Of This Effort Includes Access To Facilities And Software Systems Classified At The Unclassified Level. Should Contractor Require Access To Facilities Classified Above Unclassified The Government Will Provide Appropriate Access Notification Information. 3.2.10 Contractor Shall Provide Cost And Schedule Delivery Estimates To Enable Future U.s. Government Sustainment Including, But Not Limited To, Data Rights And Any Unique Developmental Environment Requirements. 3.2.11 Contractor Shall Provide All Necessary Hardware And Software; Assemble And Install The Firmware, Labels, Test And Package Iads To Fulfil Requirements And Specifications. 3.2.11.1 If Needed, The Contractor Shall Provide A List Of Documentation, Government Furnished Equipment, And Government Furnished Information The Contractor Requires From The U.s. Government, As Well As The Dates By Which They Are Needed. 3.2.12 Contractor Shall Provide A List Of Documentation, Government Furnished Equipment, And Government Furnished Information The Contractor Requires From The U.s.
