Instructions To Consultants A. General 1. Rapid Growth Project Pcu-sarangani Hereby Solicits Proposals In Response To This Request For Proposal (rfp). Bidders Must Strictly Adhere To All The Requirements Of This Rfp. No Changes, Substitutions Or Other Alterations To The Rules And Provisions Stipulated In This Rfp May Be Made Or Assumed Unless It Is Instructed Or Approved In Writing By Rapid Growth Project Pcu-sarangani In The Form Of Supplemental Information To The Rfp. 2. Submission Of A Proposal Shall Be Deemed As An Acknowledgement By The Bidder That All Obligations Stipulated By This Rfp Will Be Met And, Unless Specified Otherwise, The Bidder Has Read, Understood And Agreed To All The Instructions In This Rfp. 3. Any Proposal Submitted Will Be Regarded As An Offer By The Bidder And Does Not Constitute Or Imply The Acceptance Of Any Proposal By Rapid Growth Project Pcu-sarangani. Rapid Growth Project Pcu-sarangani Is Under No Obligation To Award A Contract To Any Bidder As A Result Of This Rfp. 4. Rapid Growth, An Ifad-financed Project, Implements A Policy Of Zero Tolerance On Proscribed Practices, Including Fraud, Corruption, Collusion, Unethical Practices, And Obstruction. Rapid Is Committed To Preventing, Identifying And Addressing All Acts Of Fraud And Corrupt Practices Against Rapid And Ifad. 5. The Consultant Shall Not Have Any Actual, Potential Or Reasonably Perceived Conflict Of Interest. A Consultant With An Actual, Potential Or Reasonably Perceived Conflict Of Interest Shall Be Disqualified Unless Otherwise Explicitly Approved By Rapid Growth Project Pcu-sarangani And International Fund For Agricultural Development (ifad). A Consultant, Including Their Respective Personnel And Affiliates, Are Considered To Have A Conflict Of Interest If Any Of Them A. Has A Relationship That Provides Them With Undue Or Undisclosed Information About Or Influence Over The Selection Process And The Execution Of The Contract, B. Participates In More Than One Proposal Under This Procurement Action, C. Has A Business Or Family Relationship With A Member Of The Client’s Board Of Directors Or Its Personnel, The Fund Or Its Personnel, Or Any Other Individual That Was, Has Been Or Might Reasonably Be Directly Or Indirectly Involved In Any Part Of I. Preparation Of The Expression Of Interest, Ii. The Selection Process For This Procurement, Or Iii. Execution Of The Contract. The Consultant Has An Ongoing Obligation To Disclose Any Situation Of Actual, Potential Or Reasonably Perceived Conflict Of Interest During Expression Of Interest (if Any), Preparation Of The Proposal, The Selection Process Or The Contract Execution. Failure To Properly Disclose Any Of Said Situations May Lead To Appropriate Actions, Including The Disqualification Of The Consultant, The Termination Of The Contract And Any Other As Appropriate Under The Revised Ifad Policy On Preventing Fraud And Corruption In Its Activities And Operations. 6. All Bidders Are Required To Comply With The Revised Ifad Policy On Preventing Fraud And Corruption In Its Activities And Operations (hereinafter, “ifad’s Anticorruption Policy” ) While Competing For, Or In Executing, The Contract. A. If Determined That A Bidder Or Any Of Its Personnel Or Agents, Or Its Sub-consultants, Sub-contractors, Service Providers, Suppliers, Sub-suppliers, And/or The Latter’s Personnel Or Agents, Has, Directly Or Indirectly, Engaged In Any Of The Prohibited Practices As Defined In Ifad’s Anticorruption Policy Or Sexual Harassment, Exploitation And Abuse As Defined In Ifad’s Policy To Preventing And Responding To Sexual Harassment, Sexual Exploitation And Abuse In Competing For, Or In Executing, The Contract, The Proposal May Be Rejected Or The Contract May Be Terminated By The Client. B. In Accordance With Ifad’s Anticorruption Policy, The Ifad May Investigate And, When Applicable, Sanction Entities And Individuals, Including By Debarring Them, Either Indefinitely Or For A Stated Period Of Time, To Participate In Any Ifad-financed Or Ifad-managed Activity Or Operation. D. Client, Any Consultants, Implementing Partners, Service Providers And Suppliers Are Required To Observe The Highest Standards Of Integrity During The Procurement And Execution Of Such Contracts, And Commit To Combat Money Laundering And Terrorism Financing Consistent With Ifad’s Anti-money Laundering And Countering The Financing Of Terrorism Policy. The Financial Proposal Shall Be Prepared Using The Attached Standard Form (section 4). It Shall Be Sealed When Submitted Via Hardcopy And Password Protected When Submitted Via Electronic Means. 12. Bidders Are Expected To Have Sole Responsibility For Taking Steps To Carefully Examine In Detail The Full Consistency Of Its Proposals To The Requirements Of The Rfp, Keeping In Mind That Material Deficiencies In Providing Information Requested By Rapid Growth Project Pcu-sarangani, Or Lack Clarity In The Description Of Services To Be Provided, May Result In The Rejection Of The Proposal. The Bidder Shall Assume The Responsibility Regarding Erroneous Interpretations Or Conclusions Made By The Bidder In The Course Of Understanding The Rfp Out Of The Set Of Information Furnished By Rapid Growth Project Pcu-sarangani. 13. The Evaluation Committee Shall Evaluate The Technical Proposals On The Basis Of Their Responsiveness To The Terms Of Reference, Applying The Evaluation Criteria, Sub Criteria, And Point System Specified Here Below: Rating Factor Rating 1. Education, Training, Relevant Experience (at Least Bachelor’s Degree In Food Technology, Food Processing, Chemistry, Food Engineering, Food Quality Assurance, Food Microbiology, Food Analysis And Other Related Courses) And Relevant Trainings Attended Related To Fda-lto And Cpr 1.1 Educational Background And Training Of The Lead Consultant/ Technical Expert – 10 Points 1.2 Professional Experience Of The Lead Consultant – 10 Points 1.3 Team Qualification – 20 Points 1.4 Other Relevant Qualifications – 10 Points 50 Points 2. Technical Proposal (plan Of Approach And Methodology. Proposal Must Be Specific, Comprehensive And Responsive To The Terms Of Reference.) • Clarity- 10 Points • Feasibility-10 Points • Innovativeness-10 Points • Comprehensiveness-10 Points 40 Points 3. Financial Proposal • More Than 95% Of Abc – 10 Points • Less Than 95% Of Abc -5 Points 10 Points Total 100 Points 14. A Proposal Shall Be Rejected At This Stage If It Does Not Respond To Important Aspects Of The Request For Proposals (rfp), And Particularly The Terms Of Reference Or If It Fails To Achieve The Minimum Technical Score Of 70 Points. 15. In The Second Stage, Only The Financial Proposals Of Those Bidders Who Achieve The Minimum Technical Score Will Be Opened For Evaluation For Comparison And Review. The Financial Proposals That Did Not Meet The Minimum Passing Technical Score Shall Be Returned To The Bidder Unopened (this Procedure May Be Omitted For Svp). The Financial Evaluation Shall Be Based On The Financial Forms Attached In Section 4. 16. Technical And Financial Evaluation: In The Case Of Quality-cost Based Evaluation Procedure, The Formula For The Rating Of The Proposals Is Presented Below. The Firm Achieving The Highest Combined Technical And Financial Score Will Be Invited For Negotiations. 17. Rapid Growth Project Pcu-sarangani Reserves The Right To Undertake A Post-qualification Exercise Aimed At Determining, To Its Satisfaction The Validity Of The Information Provided By The Bidder. 18. Rapid Growth Project Pcu-sarangani Reserves The Right To Accept Or Reject Any Proposal, To Render Any Or All Of The Proposals As Non-responsive, And To Reject All Proposals At Any Time Prior To Award Of Contract, Without Incurring Any Liability, Or Obligation To Inform The Affected Bidders Of The Grounds For Such Action. Furthermore, Rapid Growth Project Pcu-sarangani Shall Not Be Obliged To Award The Contract To The Lowest Price Offer. 19. Negotiations: Negotiations Will Be Held On The Following Date And Address: A) Date: July 25, 2024 At 2:00 Pm B) Address: Dti-sarangani ,2nd-3rd Floor, Nga Building, Capitol Compound, Brgy. Maribulan, Municipality Of Alabel, Sarangani Province, 9501 The Invited Consultant Will Be Invited To Negotiations Via The Notification Of Award (noa). This Notification Of Award Is Subject To Successful Negotiations. The Consultant Will, As A Pre-requisite For Attendance At The Negotiations, Confirm The Availability Of All The Key Professional Personnel Listed In The Technical Proposal. Failure To Confirm Such Personnel May Result In The Client Proceeding To Negotiate With The Next-ranked Consultant. 20. Prior To Expiration Of The Period Of Proposal Validity, Rapid Growth Project Pcu-sarangani Shall Award The Contract To The Qualified Bidder With The Highest Total Score Based On The Evaluation Method Indicated In Section 2 Of The Letter Of Invitation. 21. Contract Signature: Within Ten (10) Days From The Date Of Receipt Of The Contract, The Successful Bidder Shall Sign And Date The Contract And Return It To Rapid Growth Project Pcu-sarangani. Failure Of The Successful Bidder To Comply With The Requirement Of Rfp And This Provision Shall Constitute Sufficient Grounds For The Annulment Of The Award, And Rapid Growth Project Pcu-sarangani May Award The Contract To The Bidder With The Second Highest Rated Proposal, Or Call For New Proposals. 22.
