Description I. Title Two Days Coastal And Underwater Clean Up In Anilao, Batangas Ii. Abc: Four Hundred Sixty-four Thousand, One Hundred Pesos (php 464,100.00) Iii. Duration December 09-10, 2022 Iv. Rationale In Support To The International Clean Up Day Which Timeframe Was Expanded From August Until December 31, 2022 And To Promote Sustainable Tourism. The Tourism Development Planning Unit Is Gearing Up For The Coastal And Underwater Clean Up In Anilao, Batangas In Cooperation With The Local Government Of Mabini And Other Stakeholders Scheduled On December 9 To 10, 2022. The Target Participants For This Endeavor Are: • Dot Region Iv-a Personnel (20pax) • Lgu (5pax) • Dive Maters, Operators And Guides (15pax) • Anilao Macro Spotters (community Based-tourism Organization In Mabini, Batangas) (15pax); • Dot Accredited Establishments In Mabini, Batangas (15pax) The Activity Will Start With A Short Program/ An Orientation To Be Followed By Simultaneous Cleaning Of The Coast Line And Below The Sea (c/o The Divers) And Then A Debriefing. Background The International Coastal Cleanup Philippines Incorporated Invited The Department Of Tourism To Participate In The International Coastal Cleanup (icc) Day Which Was Held Simultaneously In Over 100 Countries On 17th September 2022, Saturday. The Cleanup Timeframe Was Expanded From August Until December 31, 2022. Please See Attached Invitation. The International Coastal Cleanup (icc) Day Is A Global Event That Unites Countries And People With One Common Goal: To Show Concern On The Growing Marine Debris Problem By Removing Trash/ Debris Along Shorelines, Rivers, Lakes, Waterways, And Gathering Data On The Kind And Volume Of Trash Collected. The Icc Day Has Been Institutionalized By Presidential Proclamation 470 Issued On 15 September 2003. In The Past, The Dot, Through The Regional Offices And Attached Agencies, Had Contributed Yearly Volunteers During The Annual Icc Day. However, Due To The Covid-19 Pandemic, Coastal Cleanups For Icc Day 2022 May Be Conducted In Small Groups Any Day From August Until December 2022 To Limit The Volume And Physical Contact Among Volunteers. Rationale The Philippines Was Named As The “world’s Leading Dive Destination” At The World Travel Awards 2021, With Anilao, Mabini, Batangas And Verde Island Passage Was Identified As The “center Of The Center Of Global Marine Biodiversity” And Is Considered The Best Diving Destination In The World. To Sustain This Image, There Is A Need To Protect Our Marine Life From The Trash That People Throw Which Goes Straight To The Bodies Of Water Like The Sea Where Several Accounts Of Sea Creatures Like Dolphins, Turtles And Whales Have Swallowed Plastics Which They Have Mistaken For Food, Which Lead Them To Their Death. Legal Basis Republic Act 9595 Provides The Mandate Of Dot As The Primary Planning, Programming, Coordinating, Implementing And Regulatory Government Agency In The Development And Promotion Of The Tourism Industry, Both Domestic And International. Tourism Has A Vital Role In Contributing To The Solution Of Reducing And Preventing Pollution In Tourist Destinations. It Can Promote “responsible Tourism” Among The Visitors Who Are Most Of The Time The One Causing The Pollution, By Littering During Their Visit To The Beach. Likewise, The Community In The Tourist Destination, Encouraging Them To Care For The Environment And Observe Proper Disposal Of Trash. Objective 1. To Engage The Tourism Stakeholders To Remove Trash And Debris From Beaches, Waterways And Other Bodies Of Water 2. To Raise Awareness On The Extent Of The Marine Debris Problem; Awareness Of Residents/ Stakeholders In Protecting The Environment 3. To Sustain Cleanliness In Tourist Attractions 4. To Contribute In The Reduction Of Garbage And Plastic In The Sea/ Ocean V. Scope Of Work And Deliverables **please Refer To The Main Document** Vi. Scope Of Price Proposal And Schedule Of Payment 1. The Project Will Run In Two (2) Days, To Commence Upon The Receipt Of The Notice To Proceed. 2. The Approved Budget Of Contract (abc) Is Four Hundred Sixty-four Thousand, One Hundred Pesos (php 464,100.00) Inclusive Of All Applicable Taxes, Agency Service Fees, Bank Charges, And Other Fees As May Be Incurred In The Process. A. The Compensation To Be Paid For The Winning Bidder Shall Be Paid In Send-billing Arrangement (after The Conduct Of The Event). B. Must Have Free Cancellation, Rebooking, Transferable Or Refundable Policies Due To Travel Restrictions Based On Resolutions And Pronouncements Made By The Iatf, Philippine Government Or Concerned Local Government Units. Vii. Qualifications 1. The Agency Must Be A Full-service Dot – Accredited Tour Operator That Is Duly Established In The Philippines With The Required Manpower/personnel And Staff. 2. The Agency Must Have Been In Existence For At Least Two (2) Years With Experience In Travel And Tour Management. Viii. Terms And Conditions 1. Segment(s) Or Phase(s) Of The Project Not Implemented For Whatever Reason Shall Be Revised/modified By The Winning Bidder At No Cost On The Part Of Dot For The Purpose Of Translating Said Segment(s) Or Phase(s) For Future Implementation. 2. The Selected Full Service Winning Agency Shall Be Subject To Assessment Of The Dot As To The Success Of The Project Launched. 3. The Dot Reserves The Right To Change, Suspend, Or Discontinue Temporarily Or Permanently The Contract At Any Time Should The Dot Deemed The Agency Incapable Of The Project. Reason/s For Termination Will Be Based On The Guidelines Subject To The Termination Guidelines Issued By The Government, Procurement Policy Board (gppb). End
