The Production Of The Packaged And Thematic Audio Visual Videos Shall Feature The Richness Of The Ilocano Culture As Conveyed And Decently Narrated In A Touristic Regional Approach Or Manner In The Following Series:  Find The One In Region I Avp (1 Video – 5 Minutes)  Provincial Avps (ilocos Norte, Ilocos Sur, La Union And Pangasinan) (4 Videos – Per Province - 5 Minutes)  Social Media Edit For Facebook, Tiktok And Instagram For Find The One In Region I Avp And Provincial Avps (ilocos Norte, Ilocos Sur, La Union And Pangasinan) (30 Seconds To 1 Minute) Purpose:  The Videos Shall Serve As A Very Relevant Dot Ro1 Platform To Showcase A Most Opportune Collective Marketing And Promotion.  The Videos Aim To Portray Dot Ro1 Considerable Marketing And Promotion Support And Initiatives By Involving The Diverse Regional Tourism Stakeholders Towards Meaningful Partnership.  The Videos Are Designed To Feasibly Invent, Create, And Conceptualize An Iconic Ilocos Region Branding Campaign And Identity As Aligned To The On-going Branding Initiatives Of The Department Of Tourism. Approved Budget For The Contract/fund Allocation: The Approved Budget For The Contract, Inclusive Of Tax, Is One Million Pesos Only – Php 1,000,000.00. Funding Source: Gaa-mds Account Submission Of Bid Documents And Quotation: Sealed Bids Should Be Properly Submitted/endorsed Given On Or Before 16 February 2024 Specifications: A. Video Development The Winning Bidder/contractor Shall Provide A Full Time Professional Video Production Team/crew That Is Duly Dedicated During The Production Engagement. The Winning Bidder/contractor Shall Develop The Four (4) Original 5 Minutes Avp Production Concept “provincial Avps”. The Winning Bidder/contractor Shall Develop The Overall Original 5 Minutes Avp Production Concept “find The One In Region I Avp (focusing On Tourism Products Developed, Farm Tourism Sites, Success Stories Of Region I Tourism Stakeholders)”. The Winning Bidder/contractor Shall Develop The Original 30 Seconds To 1 Minute Social Media Edit Concept For Facebook, Tiktok And Instagram For Find The One In Region I Avp And Provincial Avps (ilocos Norte, Ilocos Sur, La Union And Pangasinan)”. The Winning Bidder/contractor Shall Also Provide Production Concept, Lay-out Design, And Script Including Editing And Other Technical Services And Submit To Dot Ro1, 2nd Floor, Nisce Business Center Building, National Highway, Barangay Catbangen, San Fernando City, La Union On Or Before February 23, 2024 Subject To The Mutual Coordination, Review, Clearance And Approval Of Both Parties. Production/shooting Costs The Winning Bidder/contractor Shall Shoulder Its Own Expenses During The Actual Production Shooting Such As Transportation, Meals, Accommodation And Other Miscellaneous Expenses Incurred By The Production Team. Note: Under The Regional Avp, For Sharing Of Experiences For Their Success Stories, A List Of Association Presidents (tour Guides, Travel And Tour Agencies, Accommodation Establishments) Will Be Provided By Dot Region I. D. Video Shoot The Winning Contractor/bidder Shall Provide A Full Time Video Production Team Together With The Creative Staff Following A Mutually Pre-arranged Schedule Or Dates Of Location Shoots. E. Complete Inventory Of Video Equipment The Winning Bidder/contractor Shall Provide During The Entire Video Production Shoot Engagement Duly Dedicated And Reliable High End Video Equipment (cameras, Lights Equipment And Other Must Needed Kits Or Gears) To Ensure The Best Quality Of The Find The One In Region I Avp And Provincial Avps. The Winning Bidder/contractor Shall Also Provide An Inventory Of The Equipment To Be Used During The Video Production Shoot Ensuring The Overall Technical Requirements, Reliability, Location Shoot Storage And Safekeeping. F. Preview Schedule As The Need Arises And To Comply With Pre-set Deadlines, The Winning Bidder/contractor Shall Submit To The Dot Ro1 Office At 2nd Floor, Nisce Business Center Building, National Highway, Barangay Catbangen, San Fernando City, La Union An Initial Edited Copy/ies Of The Find The One In Region I Avp And Provincial Avps And Mutually Review And Evaluate The Material/s Wherein Critiques, Notes, Remarks And/or Suggestions Can Be Mutually Incorporated To Enhance And Improve The Material/s. The Winning Bidder/contractor Shall Complete The Videos Within Three (3) Months (includes Coverage, Documentary, Editing And Presentation Of Initial & Final Output For Review And Comments) After Receipt Of Notice To Proceed (ntp). G. The Winning Bidder/contractor Shall Be In Charge Of Their Production Shoot Logistical Requirements While On Field Work And Shall Be Responsible For Their Transportation, Accommodation, Meals And Other Arrangements Necessary To Finish The Project. H. Under Any Circumstances, The Winning Bidder/contractor Shall Not Be Allowed To Utilize Materials Generated, Downloaded Or Sourced From The Social Media And Other Similar Electronic And Web-based Platforms. The Use Of Social Media Generated Photos And/or Materials Shall Not Be Accepted By The Dot Ro1. I. The Winning Bidder/contractor Shall Guarantee That The Material/s To Be Used For The Video Productions Are Free Of Legal Infringements And Compliant/s On Copyrights Or Intellectual Property Rights. J. The Winning Bidder/contractor Shall Provide The Goods And Services As An Independent Supplier And Shall Not In Any Mode Or Manner Assign Or Sub Contract The Project/s To Third Party Suppliers. K. Deliverable/s, Copyright/ownership: The Winning Bidder/contractor Will Officially Turn-over The Completed/finished Avps Preferably Copyrighted In Favor Of The Dot Ro1 And Shall Have The Full Ownership Of The Video Material/s After Full Payment Has Been Made. L. Eligibility: O Filipino Owned, Operated And Legally Registered Production Company Under Philippine Laws O Duly Registered With The Philippine Government Electronic Procurement System (philgeps) O 5 Years Commercial Experience In The Field Of Video Production M. Legal And Technical Eligibility Requirements: O Company Profile O Valid Mayor’s Permit O Bir Registration O Philgeps Certificate O Income Tax Return Filing For Previous Year O Notarized Omnibus Sworn Statement Upon Issuance Of Notice Of Award N. Payment: The Dot Ro1 Shall Pay The Winning Bidder/contractor The Full Amount Of One Million Pesos Only (p1,000,000.00) Inclusive Of Tax After The Services Had Been Properly Rendered And The Avps Had Been Officially Turned-over To The Dot Ro1. The Winning Contractor/bidder Shall Submit Its Bank Account To The Dot Ro1 For The Processing Of Payment Either By Check Or Bank Deposit. The Winning Bidder/contractor Shall Likewise Issue A Corresponding Official Receipt To The Dot Ro1 As Proof Of Full Payment.
