The Department Of Social Welfare And Development (dswd) – Central Office (co), Through The Fiscal Year (fy) 2025 Of The Disaster Response And Rehabilitation Program Fund Intends To Apply The Sum Of Three Million Pesos (php3,000,000.00) Being The Approved Budget For The Contract (abc) To Payments Under The Contract For Procurement Of Consultancy Services For The Early Recovery Programs And Services For Disaster / Emergencies Under Rei No. Gop/24-dswd-009. Bids Received In Excess Of Abc Shall Be Automatically Rejected At The Opening Of The Financial Proposals. 2. The Dswd - Co Now Calls For The Submission Of Eligibility Documents For The Procurement Of Consultancy Services For The Early Recovery Programs And Services For Disaster / Emergencies That Aims To Conduct A Comprehensive Evaluation Of The Dswd's Early Recovery Programs And Services As Outlined In Memorandum Circular 16, Series Of 2023. This Evaluation Generally Aims To Provide Evidence-based Insights Into The Strengths, Weaknesses, And Areas For Improvement Of These Program And Services. The Findings Will Inform Decision-making Processes, Enhance Program Performance, And Contribute To A More Resilient And Responsive Disaster Recovery Framework. 3. Bidding Will Be Conducted Through Open Competitive Bidding Procedures Using Non-discretionary “pass/fail” Criterion As Specified In The Irr Of Ra 9184. Bidding Is Restricted To Filipino Citizens/sole Proprietorships, Cooperatives, And Partnerships Or Organizations With At Least Sixty Percent (60%) Interest Or Outstanding Capital Stock Belonging To Citizens Of The Philippines. 7. The Procuring Entity Shall Evaluate Bids Using The Quality Based Evaluation (qbe) Procedure.
