The Department Of Social Welfare And Development (dswd) (hereinafter Called “procuring Entity”) Has Received Financing (hereinafter Called “funds”) From The Government Of The Republic Of The Philippines Through The Disaster Response And Rehabilitation Program Funds (hereinafter Called The “funding Source”) Toward The Cost Of “procurement Of Consultancy Services For The Evaluation Of Dswd Early Recovery Programs And Services For Disasters/emergencies” Under Rei No. Gop/24-dswd-009-a. The Procuring Entity Intends To Apply A Portion Of The Funds In The Amount Of Three Million Pesos (php3,000,000.00) To Eligible Payments Under The Contract For Which The Bidding Documents Is Issued. 2. The Procuring Entity Now Invite Bids To Provide Consulting Services For The Conduct A Comprehensive Evaluation Of The Dswd's Early Recovery Programs And Services As Outlined In Memorandum Circular 16, Series Of 2023. This Evaluation Generally Aims To Provide Evidence-based Insights Into The Strengths, Weaknesses, And Areas For Improvement Of These Program And Services. The Findings Will Inform Decision-making Processes, Enhance Program Performance, And Contribute To A More Resilient And Responsive Disaster Recovery Framework. The Consulting Firm Shall Be Selected And Employed In Accordance With Quality-based Evaluation (qbe) Procedure As Described In The Bidding Documents. 4.
