Section 33.2.1.b (ii) Of The 2016 Revised Irr Of 9184 States That “the Financial And Technical Proposals Shall Be Given Corresponding Weights With The Financial Proposal Given A Minimum Weight Of Fifteen Percent (15%) Up To A Maximum Of Forty Percent (40%). The Weight Of The Technical Criteria Shall Be Adjusted Accordingly Such That Their Total Weight In Percent Together With The Weight Given To The Financial Proposal Shall Add To One Hundred Percent (100%)”. Normally, The Weight For Quality Is 80% With 20% For The Cost. 11. The Procuring Entity Shall Evaluate Bids Using The Quality-cost Based Evaluation/selection (qcbe/qcbs) Procedure. The Technical Proposals Shall Have Weights Of Eighty Percent (80%). Shortlisted Bidders Whose Technical Proposal Pass The Minimum Technical Score Of Eighty Percent (80%) Shall Be Invited For The Opening Of Financial Proposal And Negotiation. The Criteria And Rating System For The Evaluation Of Bids Are Provided In The Instructions To Bidders. 12. The Contract Shall Be Completed Within Twenty (20) Calendar Days. 13. Bidders Are Prohibited From Making Or Accepting Any Communication With Members Of The Bac, Its Staff And Personnel, Secretariat, Technical Working Group (twg) And/or Observers, Regarding Matters Connected To Their Bids From Submission And Receipt Of Bids Until The Approval By The Head Of The Procuring Entity (hope) Of The Ranking Of Bidders Per Section 33.1 Of 2016 Revised Irr Of R.a. 9184.
