The Department Of Public Works And Highways – Zamboanga Del Norte 3rd District Engineering Office, Through The Dpwh Infrastructure Program Based On National Expenditure Program (nep) Fy 2025 Intends To Apply The Sum Of Fourteen Million Eight Hundred Fifty Thousand Pesos (php 14,850,000.00) Being The Approved Budget For The Contract (abc) To Payments Under The Contract For 25jd0002 - Construction Of Road, Barangay Communal - Barangay Tapican, Liloy, Zamboanga Del Norte. Bids Received In Excess Of The Abc Shall Be Automatically Rejected At Bid Opening. The Department Of Public Works And Highways – Zamboanga Del Norte 3rd District Engineering Office Is Conducting This Procurement Through The Early Procurement Activity (epa) For Fy 2025. The Contract To Be Awarded Shall Be Subject To Gppb Guidelines On The Implementation Of Early Procurement Activity (gppb Circular 06-2019) Which Provides That This Contract May Only Be Awarded Upon The Approval And Effectivity Of The General Appropriations Act (gaa) Of 2025 Or The Reenacted Budget, And The Abc Therefore Remains Without Any Reduction. 2. Prospective Bidders Should Be (1) Registered With And Classified By The Philippine Contractors Accreditation Board (pcab) With Pcab License Category Of Small B For License Category C & D. The Description Of An Eligible Bidder Is Contained In The Bidding Documents, Particularly, In Annex Ii-1.1 B Section Ii And Iii Of Bidding Documents. 4. Contractors/applicants Who Wish To Participate In This Bidding Are Encouraged To Enroll In The Dpwh Civil Works Application (cwa) At The Dpwh Procurement Service (prs), 5th Floor, Dpwh Bldg., Bonifacio Drive, Port Area, Manila, While Those Already Enrolled Shall Keep Their Records Current And Updated. Bidding Will Be Conducted Through Open Competitive Bidding Procedures Using Non-discretionary Pass/fail Criterion As Specified In The 2016 Revised Implementing Rules And Regulations (irr) Of Republic Act 9184 (ra 9184), Otherwise Known As The "“government Procurement Reform Act”. The Contract Shall Be Awarded To The Lowest Calculated Responsive Bidder (lcrb) Who Was Determined As Such During Post-qualification. 6.
