For The Purposes Of Determining The Eligibility And Shortlist Of Bidders In Accordance With Section 24.4 And 24.5 Of The 2016 Revised Irr Of Ra 9184 And In Compliance To Gppb Reso. No. 15 – 2021, Prospective Bidders Shall Submit A Valid And Updated Philgeps Certificate Of Platinum Registration And Membership In Lieu Of Class A Legal Documents Mentioned In Section 24.1.a. However, Submission Of Class “a” Technical And Financial Documents And Class “b” Documents For The Same Purposes Stated Above Shall Remain The Same. That Failure By The Prospective Bidder To Update Its Philgeps Certificate Of Platinum Registration And Membership With The Current And Updated Class “a” Eligibility Documents Covered By Section 8.5.2 Of The 2016 Revised Irr Of Ra 9184 Shall Result In The Automatic Suspension Of The Validity Of Its Certificate Of Platinum Registration And Membership Until Such Time That All Of The Expired Class “a” Eligibility Documents Has Been Updated. 6. Bidding Will Be Conducted Through Open Competitive Bidding Procedures Using Non-discretionary “pass/fail” Criteria As Specified In The 2016 Revised Irr Of Ra 9184. Bidding Is Restricted To Filipino Citizens/sole Proprietorships, Partnerships, Or Organizations With At Least Sixty Percent (60%) Interest Or Outstanding Capital Stock Belonging To Citizens Of The Philippines. 7. The Procurement And Employment Of Corporation(s) As Consultant(s) For This Project Is Not Allowed. 8. The Procuring Entity Shall Evaluate Bids Using The Quality-cost Based Evaluation (qcbe). The Technical And Financial Proposals Shall Have Weights Of 70% And 30% Respectively. The Criteria And Rating System For The Evaluation Of Bids Are Provided In The Instructions To Bidders. 9. The Contract Shall Be Completed Within 120 Calendar Days. 10. The Dpwh-south Manila District Engineering Office Reserves The Right To Reject Any And All Bids, Annul The Bidding Process, Or Not Award The Contract At Any Time Prior To Contract Award, Without Thereby Incurring Any Liability To The Affected Bidder Or Bidders.
