Bids Received In Excess Of The Abc Shall Be Automatically Rejected At The Opening Of The Financial Proposal. 2. The Department Of Public Works And Highways, Now Calls For The Submission Of Eligibility Documents For: 1. Project: Consultancy Services For The Conduct Of Detailed Engineering Design (ded) Relative To The Construction Of Talisay Bridge, El Pardo Bridge, Cabreros Bridge And Cclex-srp Connector Bridge 2. Location: Province Of Cebu 3. Objectives: • Conduct Design Data Collection Through Field Surveys And Investigations Which Shall Include, But Not Be Limited To, Geohazard Assessment, Geological And Geotechnical Investigation, And Engineering Surveys; • Identify Possible Geological And Geotechnical Hazards And Recommend Structural And Non-structural Measures To Mitigate Their Impact; • Undertake Detailed Engineering Design (ded) Which Includes, But Is Not Limited To, Preparation Of Ded Plans, Hydraulic/hydrologic/hydrodynamic Analyses, Structural Analysis, Slope Stability Analysis, Seepage Analysis, Scour Analysis, And Other Required Analyses Deemed Necessary For The Preparation Of Ded Plans, Construction Methods And Project Implementation, Quantity Calculations, Supplemental Technical Specifications (if Any); • Assist The Dpwh Or Procuring Entity In Preparing The Requirements For Procurement Of Civil Works Contractors Which Include, But Are Not Limited To, Detailed Unit Price Analysis (dupa) And Cost Estimates In Accordance With Dpwh Policies; And • Conduct Special Studies, Which Include, But Are Not Limited To Gender And Development, Environmental Impact Study, And Land Acquisition And Resettlement Action Plan. 4. On October 30, 2024 At Dpwh Regional Office No. Vii, South Road Properties (srp), Cebu City. Applications For Eligibility Will Be Evaluated Based On A Non-discretionary “pass/fail” Criterion. The Eligibility Forms Are Posted To This Reoi At Www.dpwh.gov.ph. 3. The Terms Of Reference (tor), Request For Expression Of Interest (reoi) And Eligibility Forms Are Now Available At Dpwh And Philgeps Websites. 4. The Bac Shall Draw Up The Short List Of Consulting Firms From Those Who Have Submitted Eligibility Documents/expression Of Interest And Have Been Determined As Eligible In Accordance With The Provisions Of Republic Act No. 9184 (r.a. No. 9184), Otherwise Known As The “government Procurement Reform Act”, And Its Revised Implementing Rules And Regulations (irr). The Short List Shall Consist Of Three (3) Prospective Bidders Who Will Be Entitled To Submit Bids. The Criteria And Rating System For Short Listing Are: Experience Of The Firm 60 Pts. Availability Of Required Personnel Of The Firm 10 Pts. Workload 30pts. Total 100 Pts. Eligible Bidders Must Obtain The Passing Score Of Eighty (80) Points To Qualify In The Shortlist. 5. A) Bidding Will Be Conducted Through Open Competitive Bidding Procedures Using Non-discretionary “pass/fail” Criterion As Specified In The Revised Irr Of R.a. No. 9184. Bidding Is Restricted To Filipino Citizens/sole Proprietorship, Partnerships, Or Organizations With At Least Sixty Percent (60%) Interest Of Outstanding Capital Stock Belonging To Citizens Of The Philippines. 6. In Lieu Of The Class ‘’a’’ Eligibility Documents Mentioned Under Section 8.5.2 Of The Irr Of Ra 9184, The Prospective Bidder Shall Only Submit A Valid And Updated Philgeps Certificate Of Registration And Membership (platinum) In Accordance With Section 8.5.2 Of The Irr For Purposes Of Determining Eligibility. The Failure By The Prospective Bidder To Update Its Certificate With The Current And Updated Class ‘’a’’ Eligibility Documents Shall Result In The Automatic Suspension Of The Validity Of Its Philgeps Certificate Until Such Time That All The Expired Class ‘’a’’ Eligibility Documents Has Been Updated. 7. The Procuring Entity Shall Evaluate Bids Using The Quality Cost Based Evaluation/selection (qcbe/qcbs)) Procedure. The Technical And Financial Proposals Shall Have Weights Of 65% And 35%, Respectively. Only Bids Whose Technical Proposals Pass The Minimum Technical Evaluation Score Of Eighty Percent (80%) Shall Have Their Financial Proposal Opened And Evaluated. The Criteria And Rating System For The Evaluation Of Bids Are Provided In The Instruction To Bidders. 8. The Contract Shall Be Completed Within Seventy Five (75) Calendar Days. 9. The Department Of Public Works And Highways Reserves The Right To Reject Any And All Bids, Annul The Bidding Process, Or Not Award The Contract At Any Time Prior To Contract Award, Without Thereby Incurring Any Liability To The Affected Bidder Or Bidders. 10.
