Bids Received In Excess Of The Abc Shall Be Automatically Rejected At The Opening Of The Financial Proposals. 2. The Department Of Public Works And Highways Now Calls For The Submission Of Eligibility Documents For: Project: Consulting Services For The Construction Supervision Of The Priority Bridges Crossing Pasig-marikina River And Manggahan Floodway Bridges Construction Project Under China Government Financing Facility (rebidding) Location: Dpwh, Central Office, Bonifacio Drive, Port Area, Manila Objective: The Services To Be Rendered By The Consultant Shall Include The Following Services: (1) Project Management Support; (2) Construction Supervision; (3) Environmental Management And Monitoring And (4) Other Technical Services During Civil Works Construction; 3. Interested Consultants Must Submit Their Eligibility And Shortlisting Documents Not Later Than 8:00 Am On January 24, 2025 At The Procurement Service Bidding Room, Room 503, 5th Floor, Dpwh Building, Bonifacio Drive, Port Area, Manila. 4. Gppb Resolution No. 15-2021 States, “lifting The Suspension On The Implementation Of The Mandatory Submission Of Philgeps Certificate Of Platinum Registration And Membership In Competitive Bidding And Limited Source Bidding; Amending Sections 8.5.2, 23.1(a)(ii), 23.4, 24.1(a)(ii), 24.4.3, 34.3 And 54.6 Of The 2016 Revised Irr Of Ra No. 9184, Items Iv (g)(1) And V(d)(1)(b) As Well As Appendix “a” Of Annex “h” Thereof, Items 4 And 6 Of The Guidelines For The Use Of The Government Of The Philippines – Official Merchant Registry, And Item 1 Of Sections Viii And Ix Of The 6th Edition Of The Philippine Bidding Documents For Goods And Infrastructure Projects”, Dated October 14, 2021. In Lieu Of The Above, Prospective Bidders Shall Submit In Their Bid The Updated Philgeps Certificate Of Platinum Registration And Membership In Accordance With Sections 23.3, 24.4.3, And 54 Of Republic Act 9184 (ra 9184). 6. The Baccs Shall Draw Up The Short List Of Consulting Firms From Those Who Have Submitted (eligibility Documents/expression Of Interest) And Have Been Determined As Eligible In Accordance With The Provision Of Republic Act 9184 (ra 9184), Otherwise Known As The “government Procurement Reform Act” And Its 2016 Revised Implementing Rules And Regulation (irr). The Short List Shall Consist Of Interested Consultants Who Will Be Entitled To Submit Bids. The Criteria And Rating System For Shortlisting Are: Experience Of The Firm - 60 Points Availability Of Required Personnel Of The Firm - 10 Points Workload - 30 Points Total - 100 Points 7. Shortlisting Passing Score Is 60 Points. 8. Interested Consultants Must Submit A Copy Of Notarized Contract Agreement And Certificate Of Employment Of All The Staff (key And Non-key Personnel) As An Attachment To The Statement Of The Consultant Specifying Its Nationality And Profession Along With Their Respective Curriculum Vitae (cv). 9. Bidding Will Be Conducted Through Open Competitive Bidding Procedures Using Non-discretionary “pass/fail” Criterion As Specified In The 2016 Irr Of Ra 9184. Bidding Is Restricted To Filipino Citizens/sole Proprietorship, Partnerships, Or Organizations With At Least Sixty Percent (60%) Interest Of Outstanding Capital Stock Belonging To Citizens Of The Philippines. 10. Procurement And Employment Of Corporation(s) As Consultant(s) For The Practice Of Civil Engineering Under Locally-funded Project Is Not Allowed. 11. The Procuring Entity Shall Evaluate Bids Using The Quality Based Evaluation/ Selection (qbe/qbs) Procedure. The Minimum Passing Score For The Evaluation Of The Technical Proposal Shall Be 75 Points. Only The Financial Proposal Of The Bidder With The Highest Rated Bid (hrb) Shall Be Opened And Evaluated. 12. The Contract Duration Is Forty-four (44) Months. 13. Bidders Are Prohibited From Making Or Accepting Any Communication With Members Of The Bac, Its Staff And Personnel, Secretariat, Technical Working Group (twg) And/or Observer, Regarding Matters Connected To Their Bids From Submission And Receipt Of Bids Until Approval By The Head Of The Procuring Entity (hope) Of The Ranking Bidders Per Section 33.1 Of 2016 Revised Irr Of R.a. 9184. However, The Bac, Through Its Secretariat, May Ask In Writing The Bidder For A Clarification Of Its Bid. All Responses To Request For Clarification Shall Be In Writing. 14. The Project Team Will Be Composed Of Three (3) International Consultants And Twenty-eight (28) Local Consultants. Note: Foreign Consultants Must Adhere To Section 24.2 Of The 2016 Revised Irr Of Ra 9184, Which States That, “in The Case Of Foreign Consultants, The Eligibility Requirements Or Statements, The Bids, And All Other Documents To Be Submitted To The Bac Must Be In English. If The Eligibility Requirements Or Statements, The Bids, And All Other Documents Submitted To The Bac Are In Foreign Language Other Than English, It Must Be Accompanied By A Translation Of The Documents In English. The Documents Shall Be Translated By The Relevant Foreign Government Agency, The Foreign Government Agency Authorized To Translate Documents, Or A Registered Translator In The Foreign Bidder’s Country; And Shall Be Authenticated By The Appropriate Philippine Foreign Service Establishment/post Or The Equivalent Office Having Jurisdiction Over The Foreign Bidder’s Affairs In The Philippines. However, For Contracting Parties To The Apostille Convention, The Documents Shall Be Authenticated Through An Apostille By The Competent Authority, As Defined In Section 8.5.2 Paragraph 4 Of The 2016 Revised Irr Of Ra No. 9184, Except For Countries Identified By The Dfa That Will Still Require Legalization (red Ribbon) By The Relevant Embassy Or Consulate.” 15.
