The Dpwh-mm1deo Now Calls For The Submission Of “expressions Of Interest And Accomplished Eligibility Documents Submission Forms (eiedsfs) Of Interested Consultants On Or Before February 6, 2025 Until 10:00 A.m. At Dpwh-mm1deo Westbank Road Manggahan Floodway Rosario, Pasig City. Applications For Eligibility Will Be Evaluated Based On A Non-discretionary “pass/fail” Criterion. 3. The Bac Shall Draw Up The Short List Of Consultants From Those Who Have Submitted Eiedsfs And Have Been Determined As Eligible In Accordance With The Provisions Of Republic Act (ra) No. 9184, Otherwise Known As The “government Procurement Reform Act,” And Its Implementing Rules And Regulations (irr). The Short List Shall Consist Of At Least One (1) Prospective Bidders Who Will Be Entitled To Submit Bids. The Criteria And Rating System For Short Listing As Per D.o. 143 Series Of 2022 Are: Shortlisting Criteria Maximum Points I Experience Of The Firm 60 Ii Availability Of Required Personnel Of The Firm 10 Iii Workload 30 Total 100 Pts. The Passing Score For The Shortlisting Evaluation Is Seventy (70) Points. 4. Bidding Will Be Conducted Through Open Competitive Bidding Procedures Using Non-discretionary “pass/fail” Criterion As Specified In The Irr Of Ra 9184. Bidding Is Restricted To Filipino Citizens/sole Proprietorships, Partnerships, Or Organizations With At Least Sixty Percent (60%) Interest Or Outstanding Capital Stock Belonging To Citizens Of The Philippines. 5. The Procuring Entity Shall Evaluate Bids Using The Quality-cost Based Evaluation (qcbe) Procedure. The Technical And Financial Proposals Shall Have Weights Of 70% And 30% Respectively.
