Description Invitation To Bid For Manpower Services For Fy 2025 An Early Procurement Activity The Department Of Labor Regional Office Viii, Through Its Bids And Awards Committee, Is Conducting This Procurement Through The Early Procurement Activity (epa) For Fy 2025 To Ensure Timely Delivery Of Goods, Consistent With The Gppb Circular 06-2019 Dated July 17, 2019 Where Procuring Entities Are Encouraged To Start Their Procurement Activities Short Of Award. Epa Which Refers To The Conduct Of Procurement Activities, From Posting Of The Procurement Opportunity, If Required, Until Recommendation Of The Bids And Awards Committee (bac) To The Head Of The Procuring Entity (hope) As To The Award Of The Contract, For Goods To Be Delivered/rendered In The Following Fiscal Year (i.e. Fy 2025), Pending Approval Of Their Respective Sources. As Such, Interested Bidders, Are Herewith Informed Of The Following: Interested Bidders Are Invited To Submit Their Bid Proposals Based On The Dole Ro Viii 2024 Indicative Budget Through Its Invitation To Bid, Together With The Bidding Documents; The Dole Ro Viii Bids And Awards Committee Shall Evaluate The Bid Proposals And Determine The Winning Bidder. The Financial Bid Proposal Of The Winning Bidder Shall Be Considered As Fixed Price. However, The Notice Of Award (noa) Will Only Be Issued Upon The Approval Of The 2024 General Appropriations Act (gaa) (i.e., Short Of Award): Should There Be Any Delay In The Award As Affected By The Possible Delay In The 2024 Gaa, The Winning Bidder May Be Requested To Extend Its Validity, The Bid Submitted By The Said Bidder Will Be Rejected. The Department Of Labor And Employment Regional Office No. Viii Through The 2025 National Expenditure Program Intends To Apply The Sum Of One Million Four Hundred Thousand Pesos Only (1,400,00.00) Being The Approved Budget For The Contract (abc) To Payments Under The Contracts For Provision Of Manpower Services For Fy 2025 – Epa. Bids Received In Excess Of The Abc Shall Be Automatically Rejected At Bid Opening. Delivery Of The Goods Is Required Within 15 Calendar Days From Receipt Of The Notice To Proceed. Bidders Should Have Completed, Within 2 Years From The Date Of Submission And Receipt Of Bids, A Contract Similar To The Project. The Description Of An Eligible Bidder Is Contained In The Bidding Documents, Particularly, In Section Ii (instructions To Bidders). Bidding Will Be Conducted Through Open Competitive Bidding Procedures Using A Non-discretionary “pass/fail” Criterion As Specified In The 2016 Revised Implementing Rules And Regulations (irr) Of Republic Act (ra) No. 9184.
