Description The Dole Ro5, Located At Dole 5 Building, Doña Aurora St., Legazpi City, With A 2024 National Expenditure Program (nep) Budget Of Five Hundred Eleven Thousand Four Hundred Sixty-three Pesos And Eighty-eight Centavos (php 511,463.88) As Its Approved Budget For The Contract (abc), Intends To Apply The Said Amount For The Procurement Of Security Services For Dole Regional Office And Sorsogon Provincial Office (january - March 2025) Under A Contract. In View Thereof, The Dole Ro5 Hereby Invites Bids For The Above-stated Subject With The Following Requirements, To Wit: 1. Bidding Is Restricted To Filipino Citizens/sole Proprietorships, Partnerships, Or Organizations With At Least Sixty Percent (60%) Interest Or Outstanding Capital Stock Belonging To Citizens Of The Philippines, And To Citizens Or Organizations Of A Country The Laws Or Regulations Of Which Grant Similar Rights Or Privileges To Filipino Citizens, Pursuant To Ra No. 5183. 2. A Complete Set Of Bidding Documents May Be Acquired By Interested Bidders Starting 3 December 2024 Until 19 December 2024 From The Dole Ro5 Office During Office Days Of Monday-friday And Hours Of 8:00am-5:00pm Or Website: Https://ro5.dole.gov.ph/ And Upon Payment Of The Applicable Fee For Such Amount Of Abc Which Is One Thousand Pesos (php1,000.00). 3. The Payment For The Bd May Be Made Through The Office Cashier Or Deposited At The Dole Trust Fund (dbp) With Account Number 0-00063-615-0. The Proof Of Payment For The Fees Shall Form Part Of The Eligibility Document. In Case The Bid Of The Prospective Bidder Has Already Been Sealed, The Proof Of Payment May Be Attached To The Envelope Through Appropriate Means Like Through Adhesive Tape, Paper Clip Or Binder. 4. The Dole Ro5 Shall Hold A Pre-bid Conference Through Video Conferencing Or Webcasting Via Zoom Platform On December 11, 2024 @ 9:00am, At The Dole Ro5 Conference Room And The Same Shall Be Open To All Prospective Bidders. 5. Bids Must Be Duly Received By The Bac Secretariat Through Face-to-face/personal/manual Submission At The Dole Ro5 Office On Or Before 9:00am Of 20 December 2024. Late Bids Shall Not Be Accepted. 6. Bid Opening Shall Be On 23 December 2024 At 9:00am At The Dole Ro5 Conference Room. Bids Will Be Opened In The Presence Of The Bidders’ Representatives Who Choose To Attend The Activity. The Attendance To Bid Opening Shall Be Subject To The Dole Ro5 And/or Appropriate Government Agency/ies’ Established Safety And Health Protocols. 7. The Two-envelope System Shall Be Strictly Observed In The Submission Of Bidding Documents. Such That The Mother Envelope Shall Contain Two (2) More Envelopes – One For The Legal And Technical Component Documents And The Other For The Financial Component Documents. Each Of The Envelope For The Financial Component Documents Shall Contain Three (3) Copies: Original, Copy 1 And Copy 2 Of Documents Placed In A Folder Preferably With Tabs Chronologically Arranged Based On The Checklist. All Envelopes Such As The Legal And Technical And Financial Envelopes Including The Mother Envelope Shall Be Properly Marked, Duly Labelled, Signed On The Flap By The Owner Or Its Duly Authorized Representative And Sealed By A Transparent Adhesive Tape Or The Like. Copy 1 And Copy 2” Of Documents In The 1st And 2nd Envelopes Must Be Certified As True Copies Of The Original, Signed In Blue Ink, On All Pages Thereof, By The Bidder Or The Authorized Representative. Non-compliance With The Prescribed Preparation Of The Two-envelope System Shall Be A Ground For Disqualification. All Bids Must Be Accompanied By A Bid Security In Any Of The Acceptable Forms And In The Amount Stated In Itb Clause 14. 8. Bidders Should Have Completed, Within Five (5) Years From The Date Of Submission And Receipt Of Bids, A Contract Similar To The Project. The Description Of An Eligible Bidder Is Contained In The Bidding Documents, Particularly, In Section Ii (instructions To Bidders). 9. Bidding Will Be Conducted Through Open Competitive Bidding Procedures Using A Non-discretionary “pass/fail” Criterion As Specified In The 2016 Revised Implementing Rules And Regulations (irr) Of Republic Act (ra) No. 9184. 10. Delivery Of The Services Is Required From January To March 2025. 11. Prospective Bidders May Obtain Further Information From The Dole Ro5 And Inspect The Bidding Documents At The Dole Ro5 Office During Office Hours, From Mondays To Fridays. 12.
